Job Description
As a Policy Manager at Heathrow, you will be responsible for developing Heathrow's Government policy requests and engaging with civil servants across various Government departments. The Department for Transport is Heathrow's main Government stakeholder, and understanding its role and function is essential for our Policy team. You will also engage with other key departments, seeking opportunities to collaborate with officials and advance Heathrow's policy objectives.
The Policy Manager will advocate for Heathrow externally, championing core business priorities and key policy requests while communicating the functions and operations of the UK's largest airport effectively. Due to Heathrow's unique role as the UK's hub airport and global gateway, this role requires someone who can work in a busy environment, prioritize issues efficiently, maintain and enhance Heathrow's reputation, work under pressure, and build relationships with a diverse range of stakeholders both internally and externally.
The role will be part of Heathrow's Policy and Public Affairs team within the wider Communications function. It will also require participation in Heathrow's on-call Incident Response Team and working outside normal office hours as needed, including attending stakeholder events like dinners, receptions, and roundtables.
Responsibilities
- Supporting the Policy and Public Affairs team in its development and delivery of policy change with the UK Government - proactively engaging with core teams in primarily the Department for Transport (DfT).
- Leading and own various policy areas and issues to help deliver change - working to drive change across Whitehall, develop new relationships across Government departments, work with external stakeholders to build coalitions of support for these issues and ensure a range of internal audiences are kept engaged and up to date on progression.
- Researching and developing policy positions on key issues affecting Airports. This includes drafting policy documents, briefing papers and consultation responses.
- Supporting the rest of the Policy team in developing strategies, campaigns and messages into UK Government on key policy issues.
- Developing relationships with colleagues across the whole of Heathrow to ensure their business priorities are delivered; to support them secure policy support/change necessary to progress their areas; and to provide intelligence to the team so that people can calibrate their work to (often changing) Government priorities.

Qualifications
- Experience of building and maintaining relationships with stakeholders; especially with engaging with Government Departments and officials.
- The ability to disseminate complicated and technical information and turn into clear asks of Government. You will need to be able to prioritise competing business needs and understand the wider political landscape to be able to prioritise asks from Heathrow.
- This role requires outstanding written and verbal communication skills. You may be asked to represent the company at public meetings, debates and consultations.
- The role requires an individual who is an excellent team player and takes a proactive approach to updating and sharing information with colleagues.
- You will be working as part of a dynamic team and this person will seek opportunities to support colleagues, bring new perspectives and work on projects outside of their direct role responsibilities.
- Knowledge of the Department for Transport's key roles and functions.

Working Location
Our Hybrid working approach offers the opportunity for colleagues in some roles to work from home for an average of two days a week, providing the flexibility to work in an agile way whilst ensuring we deliver for the operational needs of Heathrow. Working arrangements vary from team to team and will be confirmed during the recruitment process. You'll need to be based in the UK and within a commutable distance to Heathrow.
