Job Description
Base salary: £38550pa to c.£45350pa depending on skills and experience. In addition, we offer flexible benefits fund of 15% which is paid on top base salary and is fully pensionable, as well as a range of competitive benefits - check them out in the Benefits section on our website.

As the Risk & Opportunity Manager you will be responsible for supporting the management of strategic enterprise risk & opportunity, developing risk & opportunity management policies, processes, and standards, and ensuring their effective execution across the organisation. The role is responsible for proactively monitoring, identifying and assessing new opportunities that HS2 can exploit to promote value creation. The role supports the development and delivery areas by developing an integrated view of risk and opportunity across the programme, identifying trends, and creating risk and value management strategies. You will also be responsible for helping the business gain an integrated view of Quantified risk & opportunities including identifying opportunities and suggesting risk management and mitigation strategies to leadership.
About the role:
- Develop and implement comprehensive risk management and mitigation policies, processes, and standards to ensure a consistent approach to risk across the programme. This involves leveraging industry best practices and driving continuous improvement in risk management strategies.
- Identify and assess key value drivers within the organisation, understanding factors contributing to value creation, and using this to identify opportunities.
- Ensure the consistent and effective application of risk management policies and processes across the programme and throughout its lifecycle. This includes providing guidance to teams and supporting the joint evaluation of risks by Project Controls and the supply chain to establish a thorough risk profile.
- Measuring and monitoring the creation and delivery of opportunities within the organisation. This involves establishing metrics and performance indicators to track value generation and ensuring that the organisation is on track to achieve its goals.
- Support the evaluation and reporting of risks to inform decision-making, including periodic performance and risk reporting to ensure that leaders have the necessary information for informed risk management, risk sharing, and contingency management decisions.
- Provide guidance and advice on risk management to development and delivery areas across the organisation, ensuring that teams have the necessary support and understanding of risk management data to make informed decisions.
- Quantitatively analyse the risk exposure of threats, opportunities, and issues that could affect the programme's objectives. This involves statistically modelling identified risks in quantitative terms of cost, time, and other categories of risk, ensuring that the quantitative risk models are robust and auditable.
- Provide a reliable assessment of the overall programme risk exposure to inform financial forecasts. Collaborate with various managers to deliver cost and schedule risk assessments, enabling informed delivery trade-off decisions
- Actively promote and embed Equality, Diversity and Inclusion (EDI) in all work and support and comply with all organisational initiatives, policies, and procedures on EDI.
About you:
Skills:
- Prioritisation - able to manage and plan multiple workstreams to best fit business needs.
- Decision Quality - Gathering and synthesising information, to provide relevant information to decision makers using key facts and data.
- Communication risk & opportunity concepts and information in a way that is easily understood by the immediate team.
- Ability to assimilate large volumes of detail, drawing out the key issues in a clear and concise way.
- Ability to provide guidance on a daily basis to the junior members of the team in the approved processes
- Ability to adhere to the approved processes and to provide feedback to the manager to support continuous improvement efforts to improve team efficiency and effectiveness
- Ability to develop, monitor and report , with aid of subject matter experts where appropriate, appropriate risk & opportunity management actions.
Knowledge:
- Knowledge of Risk and Opportunity Management processes, ideally in large infrastructure projects
- Knowledge and understanding of how to quantitatively and qualitatively assess complex and integrated construction and commissioning work
Type of Experience:
- Experience of working independently and as part of a broader team, undertaking programmes of work which are subject to external scrutiny.
- Experience of reporting to internal stakeholders on risk management, including assimilating complex information into simple and easy to understand management information.
- Experience of enacting approved systems and processes to support the achievement of business goals.
- Risk Management qualification such as the Institute of Risk Management (IRM) or the Association of Project Management (APM).
- Experience of project/programme risk & opportunity management role within large scale, complex project.
