Job overview

The Pharmacy general manager role is a full time position accountable directly to the Chief Pharmacist. The post holder will be accountable in conjunction with the Chief pharmacist for cost effective patient care through the delivery of high quality pharmacy services within budget constraints. They will support implementation and management of systems and processes to ensure all pharmacy services are delivered in accordance with care group, site and trust objectives and policies. They will provide strong leadership to enable the service to respond effectively to the challenges it will face whilst providing efficient services and sustained improvements.

Main duties of the job

The post holder will also be responsible for the operational management of both the pharmacy admin and clerical staff and the Homecare pharmacy administrative team ensuring that national standards and governance arrangements are in place for all medicines supplied via this route. The post holder will also be directly responsible for overseeing and managing pharmacy contracts and service level agreements. This includes advising management and supervising the implementation of contracts for optimal efficiency and benefits. The post holder is expected to cross cover and work at all sites provided by the Trust where care group services are provided and will also be part of the care group site lead rosters.

Detailed job description and main responsibilities

Leadership & PERFORMANCE MANAGEMENT
• As part of the care group management team to provide leadership to the care group staff, ensuring clear communication of Trust vision, priorities and expectations to ensure the engagement of teams to deliver services of the highest quality.
• Responsible for overseeing and managing pharmacy contracts and service level agreements e.g. domestic service provision such as cleaning and KFM outpatient pharmacy and porter contract. This includes advising management and supervising the implementation of contracts for optimal efficiency and benefits.
• Responsible for the operational management of the Homecare pharmacy administrative team ensuring that national standards and governance arrangements are in place for all medicines supplied via this route.

• Responsible for managing the complex nature of the business area, ensuring that the appropriate strategic plans are delivered within the relevant operating framework.
• In conjunction with the chief pharmacist develop and deliver the strategy and performance management of care group services.
• Responsible, with the chief pharmacist, for the development and delivery of capacity plans to ensure that the Trust achieves the NHS constitutional targets relevant to the care group.
• Exercising delegated authority on behalf of the chief pharmacist, the post holder will provide leadership to resolve day-to-day management issues within the care group.
• Holding care group management team members to account for delivery of their objectives through regular performance review meetings.
• Provide a professional, senior management contribution across the Care Group, working in partnership with the Head of Nursing and Clinical Director and others to deliver cost-efficient, high quality and responsive services.
• Ensuring sufficient data availability within the care group to monitor and track performance and to satisfy reporting requirements.
• Have a high-profile role in the development of the care group working with internal and external partners.
• Lead on and deliver a number of key care group strategic and operational programmes.
• Providing appropriate input and challenge to clinical and business plans where necessary.
• To deputise for the chief pharmacist or care group management team as required.
• Complete ad hoc tasks and projects at the request of the Chief Pharmacist or Deputy Chief Pharmacist Operations.
• Actively participate in, and co-ordinate, the pharmacy site lead rota.

STRATEGY AND PLANNING
• Support the chief pharmacist in identifying new opportunities for the individual services within the care group or internal innovation and potential threats and ways to respond to them. This includes translating strategic direction into achievable objectives and plans.
• Contribute to the development and delivery of the Trust's strategy and policies, and ensure that the care group supports the delivery of national NHS requirements.
• Lead change management programmes within the care group and across the Site and wider Trust, ensuring completion of projects to time, budget and quality targets.
• Provide leadership to facilitate the development and implementation of a comprehensive estates strategy for improving the environment in which we deliver our services for the benefit of colleagues, patients and other visitors.
• Manage service improvement projects within the care group, ensuring that service improvement projects are achieved within agreed timeframes and financial targets.
• With the chief pharmacist and care group management team lead on care group business planning, incorporating activity, access, financial savings, workforce, clinical governance and controls assurance targets.

BUDGETARY AND FINANCIAL MANAGEMENT
• Responsible for ensuring that financial obligations are met and that care group staff work within defined budget parameters and that they comply with the Trust's standing financial instructions.
• Act as an authorising signatory for capital and revenue budgets within limits agreed for the role in line with standing financial instructions.
• Manage reporting on budget positions across the care group to support the chief pharmacist to discharge his or her accountabilities for ensuring internal and external financial targets are achieved, including the maximisation of income opportunities and the delivery of efficiency savings.
• Manage and report on the pharmacy cost improvement programme at trust meetings as needed.
• Manage budgets, ensuring effective resource utilisation and expenditure against control totals.

PEOPLE MANAGEMENT
• Provide senior leadership within the care group and influence service design and delivery across the organisation.
• Responsible for ensuring that the care group workforce is appropriately utilised and long-term service needs are appropriately planned for in terms of staffing levels and skill mix.
• Monitor compliance with workforce policies and procedures and take remedial action with managers where shortfalls occur.
• Line manage, coach and develop people and conduct annual appraisals. Recognise excellence and address underperformance.
• Ensure overall wellbeing of the team is maintained. Continuously support in improving the morale of the team and implementing a culture of zero-tolerance for bullying and harassment.

RISK MANAGEMENT, CLINICAL EFFECTIVENESS AND QUALITY
• Develop and manage the implementation of systems, control processes and risk management arrangements to support monitoring of compliance with clinical governance standards, decontamination requirements, other Trust-wide policies and processes and best practice requirements.
• Manage the resolution of complaints and issues from patients, staff, suppliers, other internal and external service providers and partner organisations in a timely and appropriate manner in line with Trust policy, procedures and service delivery values and priorities.
• Support, alongside the care group management team and other senior clinical staff, root cause analyses and trend analyses of all complaints and adverse incidents.
• Ensure relevant actions identified in the risk register are translated into service delivery and the risk register is maintained as a contemporary document.
• Prepare briefing reports for care group, site and trust meetings in in relation to the performance of care group services as needed.

Person specification

Education & Qualifications

Essential criteria

  • Master's degree in pharmacy, healthcare or management
  • First Degree and/or equivalent senior management experience
  • Evidence of maintaining continuous professional development

Desirable criteria

  • Prince 2 or other Project management experience
  • Registered healthcare professional e.g. GPhC, AHP, RN etc

Experience

Essential criteria

  • Significant management experience in a senior role within the acute sector in particular operational management
  • Experience of managing strategic and operational performance in achieving key targets
  • Proven record of financial management at senior level, delivering on complex and large budgets including reducing costs, monitoring and determining corrective action.
  • Successful delivery of cost improvement programmes
