Are you a patient safety and quality focused team-player that can lead Estates Management service within the Estates and Facilities Division for West Suffolk NHS Foundation Trust? The role is permanent and forms part of the Senior Management Team for the Estates and Facilities Division where you will have the opportunity to lead, support and work with colleagues both internal to the team and external.

You will be an experienced, motivated and self-disciplined Chartered Engineer (Member or Incorporate demonstrably working towards Membership) with responsibility for ensuring the management of the Estates Operational and Compliance and EBME portfolio. You will be based at West Suffolk Hospital but will be required to visit other sites across the West Suffolk area.

Main duties of the job

Support the Associate Director of Estates and Facilities by taking responsibility for the management and compliance of the WSFT Estate and Medical Devices portfolio. Ensuring we meet statutory compliance requirements and upward report where this is not possible whilst ensuring the team support high quality, safe and responsive care. This role will be the lead on supporting the Trusts community sites and ensuring the Estates remains safe to use at West Suffolk Hospital for the remaining life of the asset.

Reporting into the Associate Director of Estates and Facilities, you will work with colleagues both inside EFM but across the organisation to support their compliance, assurance and quality needs with a robust framework that provides clear, unambiguous reporting. You will lead on the compliance framework and upward-report through the Associate Director of Estates and Facilities risk and compliance to the Trust Board.

Along with being self-motivated and disciplined, you will have an inquisitive mind and be confident challenging yourself how to improve what we do youll never consider good enough as acceptable. Youll lead the Estates, Compliance and EBME teams and give them the appropriate leadership, support, and development through this complex and challenging time for our Estate.

JOB PURPOSE:

The post holder will be a Senior member of the Estates & Facilities Management team, with responsibility for the leadership and management of the Engineering Infrastructure and Hard Facilities Management, specifically;

The post holder has leadership, managerial and professional responsibility for the above services on behalf of the Trust. The post holder holds line management responsibility for service managers in these areas of responsibility.

The post holder will be responsible for ensuring the services noted above are effectively resourced, have clear policies to deliver high quality and safe services and robust governance to give assurance from Ward to Board in respect of national standards and statutory compliance.

The post holder will act as the Trusts expert in these areas, providing highly specialist and professional estates expertise to directors, clinicians, senior managers and other staff throughout the Trust.

At a corporate level, the post holder will formulate and deliver strategic and operational objectives whilst ensuring the provision of a comprehensive and efficient service working on behalf of patients, visitors and staff.

The post holder will be expected to embrace the changes in the delivery of health care and to identify and implement innovative solutions that support the Trusts Objectives.

Accountable for the delivery against Key Performance Indicators (KPIs), service developments and support the departments Business Plan. Lead on the provision of services to sustain future strategies and developments with the support of Service Managers in each of the key areas.

Responsible for resource management to specified targets and standards in line with the Trusts business plan and national targets.

To be an integral member the Trusts Emergency Planning Team, supporting the Estates & Facilities Division on matters relating to Major Incidents and Business Continuity, developing plans for the division and supporting the Trust to maintain its services in a safe manner when involved in a Major Incident.

The post holder will hold delegated responsibility for the compliance of highly complex buildings and engineering that are critical to patient care and the management of the Trust estate. The post holder will act as the Trusts expert and adviser in these areas, providing specialist professional estates expertise

With the support of Service Managers, responsible for the ensuring compliance in-line with HTM, Environmental Management and Health and Safety Legislation

Support the Associate Director of Estates and Facilities as one of the Senior Management Team within EFM.

Responsible for the planning and executing of the Planned Preventative Maintenance (PPM) programmes to assure compliance with legislation and the relevant Health Technical Memoranda (HTM).

Lead and participate in the Estates on-call rota.

Main duties and responsibilities:

Hold responsibility for Engineering Services and Hard FM within West Suffolk Foundation Trust.

Be the professional lead within the organisation to ensure on strategic and operational infrastructure projects, maintenance, compliance is both effectively and professionally communicated

External to the organisation, be the point of contact for regional and national topics relating to infrastructure and engineering compliance; represent WSFT at a national level when required

Hold management accountability for Service Managers in each area

Ensure a programme of training and development is in place within delegated services to ensure that each member of staff is supported

Take responsibility for leadership and management of the relevant sections of the Premises Assurance Model (PAM) for the Trust

Ensure the Trust has the relevant governance in-place to support the HTM disciplines

Ensure Policies are in place relating to relevant services for the Trust and where required effective procedural documents are also in-place

Ensure Risk Assessments are in-place in all areas the post holder is accountable for, and that actions are recorded and managed effectively

Responsibility for the infrastructure including engineering and technical advice across the Estates and Facilities Department.

Support the Trusts Capital Programme both in ensuring the identification, business case development and delivery of the backlog investment projects from an engineering perspective ensure that condition surveys and asset performance are undertaken to complete gap analysis and develop an investment programme

Responsibility and accountability to investigate and respond to complaints received from patients, visitors, staff and public, regarding delegated services

Advise the Trust through the Associate Director of Estates and Facilities with regard to resource requirements to ensure that services are effectively resourced at an appropriate level.

Hold responsibility for the performance of all contracts within Estates Management.

Assure information is disseminated to the Estates and Facilities teams on all matters affecting policy, established procedures, training, staffing, health & safety, continuity of engineering and building infrastructure and technical development.

Collect, collate and record statistical information in regard to the performance and efficiency of buildings, engineering, plant, equipment and infrastructure.

Review and report on data/ information provided by the Service Management Team to ensure the completion of KPIs and upward report challenges or risks that cannot be managed within delegated authority.

Budget Management responsibility, supporting service managers and holding them to account as appropriate.

Responsibility to act as the Responsible Person under HTM05 (Fire) with the Associate Director of Estates and Facilities being the designated person. Line Management responsibility for the Fire Safety Advisor.

Manage procedures for placing orders for goods or contract services in line with requirements contained within Standing Financial Instructions (SFI).

Operational Delivery

Hold responsibility, with the Head of Facilities, Head of Development and Head of Business, to Support the Associate Director of Estates and Facilities in Business Planning, Compliance Overview and Strategy Development

Responsible for supporting the development and maintenance of the Trusts Backlog Maintenance Risk Register and programmes of investment.

Proved specialist technical advice and leadership to Estates and Facilities Colleagues, to ensure projects are compliant with HTM, HBN, and other relevant statutory and Trust requirements

Contribute to and undertake the preparation of business cases where required

Responsibility to work with the Estates and Facilities Head of Business on opportunities around Income Generation and using existing resources more effectively

Work closely with the Chief Information Officer to ensure that where possible Digital First is implemented in our service offer to patients and members of staff, through Catering and Telecommunications specifically

Contribute to the Trusts overall performance with regard to the NHS Plan and in particular improving standards as part of the PLACE and internal assurance programme.

Health and Safety

Responsibility for the Health and Safety of all staff in their work and ensure that the health and safety of others is effectively managed in delegated areas of responsibility.

Ensure compliance with recording all information with regard to COSHH and DSEAR

Support the Risk Team as required on managing and reporting on Risk

Liaise with external agencies, such as the Health and Safety Executive, together with NHS agencies and the professions as required
