What is the opportunity
Sitting within the UK Financial Crime Advisory team, the role holder will be responsible for providing expert advice to the UK business in accordance with internal policy and regulatory requirements and acts as a delegate to the UK MLRO to provide oversight and challenge of enhanced due diligence of high risk customers. Proactively identify risks and contribute to the design of updated and enhanced systems and controls. The role holder will be the lead expert on interpretation of UK Sanctions Regulation, working with Group Financial Crime Compliance and the UK 1LOD Businesses to oversee sanctions compliance.
The role can be based in either London, Bristol or Belfast.
In this role you will:
- Provide advice and guidance to UK 1LOD Businesses on regulatory and policy requirements, particularly the UK sanctions regime
- Provide guidance to first line of defence in respect of financial crime risk queries, including high risk customer types
- Provide training on Sanctions compliance i.e. potential dual use goods, sanctioned jurisdictions and sectors and AML/CFT compliance, including completion of enhanced due diligence, complex structures and bank note trading financial crime risks
- Provide oversight of 1LOD gap analysis against the Group Financial Crime Policy and completion of gap analysis where 2LOD FC is responsible for policy compliance
- Oversee the completion of the annual enterprise-wide Sanctions Risk Assessment for BOI UK plc and the Third Country Branch
- Support the completion of the annual enterprise wide AML/CFT Business Unit Risk Assessments for BOI UK plc and the Third Country Branch, particularly oversight of the controls assessment
- Oversight of Financial Crime Risk elements of UK Change Programmes
- Provide check and challenge on Governance Forums
- Lead on ad hoc oversight reviews, such as read-across for industry fines, Dear CEO Letters or FCA Guidance
- Support the Head of AML, CTF & Sanctions and the MLRO in developing and enhancing the UK Financial Crime Risk Framework in line with Bank of Ireland Group
- Proactively support and influence stakeholders across the Group and other key decision makers in respect of all AML risk matters.
What will make me stand out:
Demonstrable risk management experience with particular knowledge and expertise of Financial Crime Risk, particularly Sanctions regulation
Strong knowledge of the regulatory environment and key AML and anti-terrorism legislation/ standards
Experience in oversight of UK sanctions regime compliance
Experience in managing High Risk customers, including PEPs
Ability to provide intellectual rigor to risk assessment, development of business solutions and decision making.
Strong business knowledge of risk frameworks, processes, products and systems and extensive exposure to, and appreciation of key financial crime issues faced by the financial services industry.
Financial and analytical acumen with the ability to handle an extremely broad and diverse agenda.
