Job Purpose

Internal job title: Cost Engineer

Advertised Salary: £36,500 + benefits

Location: Remote working with hub allocated when required.

Remote working - base location flexible within easy access to any of our current main Hubs: Leeds, Liverpool, Burnley, Newark, Birmingham, Milton Keynes, Gloucester, London.

Our plans to deliver a substantial increase in expenditure on our waterway network to improve its resilience, given the growing impact of climate change, demand that we make improvements in our approach, making changes to how we organise the development, planning and delivery of our work. Drawing from the best examples in the wider industry, we have identified the changes to our processes and organisational structure we need to achieve our ambitious plans. As a result, we have created a new Programme Management Office (PMO) and Cost Intelligence team. The PMO will define the standards of programme delivery and provide governance, oversight and assurance around the delivery of our expanded work programme.

Working within the Cost Intelligence team, the Cost Engineer role is responsible for a number of activities including the capture and analysis of costs at various stages throughout the project lifecycle and identifying trends and areas of efficiency to enable the Trust to make informed decisions around the delivery of works.

Location & coverage

The role will be offered on a remote working basis, with a requirement to attend our main hub spaces as and when required for team working and collaborative meetings. Travel throughout the regional waterway network will also be expected to enable site visits, liaise with team members, and to assess/conduct necessary improvements.

Knowledge, Skills/Qualifications & Experience

Key accountabilities

  • Development of the cost capture process and roll-out across our internally delivered programme of works, and externally delivered projects with our framework contractors.
  • Quality assurance of cost data to ensure it is accurate, robust, and allocated in a consistent manner.
  • Analysis and interrogation of data to identify trends and areas of potential efficiency, enabling the Trust to make fully informed decisions.
  • Development of the Trusts Work Breakdown Structure (WBS) to ensure costs are captured in a consistent format and can be easily and quickly compared.
  • Always display the Trust values and behaviours.
  • Ensuring that diversity and inclusion are integrated into all aspects of Trust life and promoting inclusion by challenging behaviour, practices, actions, or decisions that are counter to the objectives of the Trust's policies and values.
  • Work safety ensuring the safety of yourself and others and contribute to safe working in all activities.

Knowledge, Experience & Skills

Technical:

  • Proven post graduate experience as a Cost Engineer / Quantity Surveyor with an in-depth understanding of project costs and NEC3/4 contract experience.
  • Experience in working across the lifecycle of projects, including cost capture at both estimate and outturn stages.
  • An experienced user of Excel, with VBA / SQL / Power Query / Power BI being a bonus.
  • Experience of working in an infrastructure or civil engineering organisation would be beneficial.
  • Have knowledge of cost codes and cost breakdown structures.
  • Excellent analytical skills to interrogate historical costs and identify key cost drivers.
  • Estimating experience would be beneficial.

  • Have an analytical mindset and great problem-solving ability.
  • Have an understanding of current construction issues.
  • Be methodical, conscientious and organised, with the ability to present information clearly, accurately, succinctly and in a logical manner.
  • Be able to use own initiative.
  • Self-motivated, especially when under pressure.
