Our hospitals and community sites provide a wide range of inpatient and outpatient services, as well as emergency and planned care. The Trust is rated as "good" or "outstanding" in over three-quarters of the services inspected by the Care Quality Commission.

Every year our work includes performing 10,000 procedures in our theatres; bringing seven and a half thousand new lives into the world; carrying out 570,000 visits to patients in their homes or communities and providing emergency care for more than 300,000 patients arriving in our busy Urgent and Emergency Departments.

Job overview

Job Summary:

The Cancer Services Team is responsible for supporting the ongoing operational management and service development of cancer services, ensuring Service Level Agreements and national Cancer Waiting Time targets are met.

The Cancer Services Data Manager is responsible for leading on data submissions, data collection and information relating to cancer patients within the Trust. This includes data around the national Cancer Waiting Times, the Cancer Outcomes and Services Dataset and national or local cancer audits. The post holder will ensure that data collection mechanisms
are robust and that the Trust meets all Cancer Waiting Times and cancer data submission targets.

Duties are performed in partnership with specialist Multi-Disciplinary Team (MDT's), across the Trust, other NHS Trusts and the South East London Cancer Alliance. Weekly interaction with these staff members will also be necessary to monitor compliance against data collection requirements such as staging, Cancer Waiting Times and peer review measures.

Detailed job description and main responsibilities

Manage Cancer data as per below:

Data Collection:

  • To define data sets, design and maintain electronic and manual systems for the collection of cancer information.
  • To ensure the timeliness, accuracy, relevance and completeness of data to inform and local and national targets, including Cancer Waits and the Cancer Outcomes and Services Dataset.
  • Responsible for data collation, management of national cancer Audits like NBCA, NOGCA, SACT, Best Practice Timed Pathways
  • Breach Avoidance
  • To encourage MDT Co-ordinators to identify, in advance of their occurrence, potential breaches and take appropriate action to prevent these where possible.
  • To ensure MDT Co-ordinators provide timely and accurate advice to the cancer clinical services to avert breaches of national cancer waiting times targets and ensure compliant Trust performance.
  • To highlight and escalate potential breaches to the care group and Trust Cancer Services team.
  • To produce exception reports regarding validation within agreed deadlines.
  • To ensure robust processes and systems are in place for the transmission of inter-trust referrals.

Data Uploads:

  • Be responsible for submitting performance data (Cancer Waiting Times), COSD and national cancer Audits on time to appropriate databases as required.

Reporting:

  • To prepare routine reports using Word, Excel, Access and PowerPoint in accordance with strict deadlines for the Trust, Cancer Commissioning team, South East London Cancer Alliance and other committees.
  • To provide and present ad hoc reports and data at meetings as required.
  • To monitor the performance of tumour sites against agreed waiting time targets for diagnosis and treatment of patients diagnosed with cancer.

General Data Management:

  • To participate in the validation process across all suspected-cancer tumour groups across the Trust's patient tracking list.
  • To attend regular MDT meetings to gather information/data and provide support as required.
  • To participate in projects and provide data for service improvement as requested by
    members of the multi-disciplinary teams.
  • To support and work with clinical teams in completing clinical databases.
  • Contribute to the continuous development of information systems to improve data collection.
  • To provide feedback to clinical teams of those patients who need further investigations
    or appointments.
  • To ensure that cancer data is reported to the Trust and the Department of Health within appropriate timescales.
  • Implement policies and propose changes to practices, procedures for own area and impact on beyond own area
  • To maintain confidentially and actively encourage all staff to abide by this professional code

Audit & Research

  • To work with the Clinical Audit Department to develop and facilitate cancer related audit and research projects across the Trust.
  • Participate in National Clinical Audit projects and other quality improvement projects as necessary Training
  • As the subject matter expert, provide training for new MDT Coordinators and Trackers.
  • In conjunction with relevant professionals, to develop a comprehensive, training programme for all staff within the remit to ensure they are adequately skilled to undertake their roles effectively.
  • To take prime responsibility in providing regular local refresher training and advising the teams regarding tracking, utilising in-house electronic systems such as iCare (Cerner), Somerset, the Open Exeter national cancer database and individual national cancer auditing tools.
  • To be aware of and share with the team current and future NHS and Trust initiatives and developments.
  • To maintain own professional development, attending internal and external training, workshops and conferences relevant to the role.
    The post holder is expected to undertake any other duties commensurate with the grade and in line with the requirement of this post.

Qualifications and Training

Essential criteria

  • Degree or equivalent experience
  • Excellent Data analytical skills
  • Willing to undertake study to obtain a recognised management qualification

Desirable criteria

  • Management qualification (e.g. Diploma in Management Studies)
  • Qualification in systems design and/or management
  • Post-graduate qualification

Experience

Essential criteria

  • Previous experience of working in the NHS
  • Experience of data analysis and information management
  • Specialist knowledge of the Cancer Waiting Times standards
  • Specialist knowledge of Best Practice Timed Pathway frameworks
  • Awareness of Data Protection Act

Desirable criteria

  • Familiarity with the NHS clinical and information processes and systems
  • Understand the NHS complaints procedures
