About the role
Balfour Beatty Highways is looking to make a critical leadership hire and appoint a Technical Director for the iconic Lower Thames Crossing project.
As a member of the senior team, reporting directly to the Managing Director, you will play a key part in the leadership of the integrated LTC Programme.
Areas of responsibility will include Project Planning, design and engineering, sustainability including carbon and zero emissions transformation.
You will provide inspirational leadership to a highly talented and multi-disciplinary team and collectively deliver customer, project and portfolio objectives.
The role will be based at our project site in Thurrock, with flexible working arrangements as per our smart working policies.
What you'll be doing
Leadership
• Lead the performance of the technical team
• Ensure and maintain resource levels required for successful programme delivery
• Develop high performing teams, promote a pipeline of talent, and assist with internal training
• Promote and facilitate utilisation of the principles of continuous improvement across the team
Governance
• Report on project performance and benefits realisation
• Prepare both internal/external reports and consult with stakeholders
• Hold periodic project reviews and update the Digital Briefcase
Analytical Thinking and Decision Making
• Ensure reports provide information that will ensure decisions are well informed
• Assess the suitability of the project and ensure delivery aligns with the business objectives
• Supervise all project team and CoP's involved to provide feedback and resolve complex problems
Health, Safety and Environmental
• Ensure a relentless focus on Zero Harm and keep up to date with legislation
• Accountable for the safety and welfare of employees and supply chain
• Conduct Safety and Environmental Tours/promote observation and safety initiatives
• Support Accident/Incident Investigations
• Monitor effectiveness of the Health and Safety Management System and implement improvement solutions
Risk, Issue and Opportunity
• Lead risk/opportunity reviews and recommend/implement/approve/reject changes
• Escalate any issues that cannot be resolved at delegated level of authority
• Apply change, risk, and resource management principles
Procurement and Supply Chain
• Ensure procurement plans are aligned to the project plan, business, and customer requirements
• Establish and maximise a network of key suppliers for present and future opportunities
• Ensure performance of suppliers is monitored, promote feedback loops and continuous improvement
Quality
• Work with customer to understand expectations on quality and ensure that these are met
• Accountable for KPI's in line with project objectives
• Ensure assurance activities are undertaken and findings are acted upon
• Champion ways to enhance efficiency and productivity of procedures
• Maximise the use of planning and project controls tools to establish realistic baselines across the team
• Track project performance against baselines, advocating Short Interval Control processes to identify deviations early and hold projects accountable
Commercial and Contract
• Ownership of budget, cost control and cost recovery, setting adequate targets
• Ensure that expenditure meets the budget and that resources are used efficiently
• Able to identify elements for cost recovery from others
• Incorporate and balance operational and commercial constraints into decisions
• Lead robust reporting routines including escalation
Digital
• Promote consistency and reliability of digital data to aid project delivery
• Awareness of Digital Group Minimum Standards and operate with appropriate level of digital tools
• Seek coaching so that the team has the right level of training
Who we're looking for
Professional experience
- Experience of leading Technical / Engineering / Design teams and contracts within a multi-disciplined engineering environment
- Experience within the Project Management / Engineering sector at director level (highways or broader civil infrastructure sector), with demonstrable leadership experience within an integrated client/contractor/supply chain team or JV/Alliance set up
- Previous experience of resource planning, management, and mobilisation
- Formal qualification (BSc/MSc) in Civil Engineering or equivalent; Chartership status would be highly desirable

- Ability to develop and implement effective strategies
