System Safety and Interoperability Manager

Job Introduction

We currently have a vacancy for a System Safety & Interoperability Manager to join our System Engineering Technical Assurance team.

The System Engineering Technical Assurance Team is responsible for demonstrating that the works carried out by the JV meet the employers requirements as set out in the Works Information and Contract Requirements Technical. This includes ensuring that all work packages understand the relevant requirements, and provide the appropriate Validation and Verification that the requirements have been met.

SCS are required by HS2 in the to undertake System Safety and Interoperability activities for the scope of works in line with HS2 Technical Standards and Requirements; including statutory obligations under the Railway and Other Guided Systems Regulations (ROGS), the Common Safety Method on Risk Assessment (CSM on RA) and Technical Specifications on Interoperability . This includes undertaking system safety hazard identification and risk assessments, identifying safety requirements, measures to be undertaken and evidence of compliance, including implementation and the associated management plans and reports. It is currently planned that much of this work will be undertaken by the subcontracts however the responsibility for management, planning and integration between the sub contractors, remains with SCS.

The role currently reports to Head of Assurance, Quality and Compliance

Role Responsibility

  • Develop, maintain and update the Plans, Processes and Procedures covering System Safety and Interoperability, including contributing to associated plans, procedures and processes as required
  • Liaise with design and construction leads and subcontractors to ensure appropriate System Safety and Interoperability activities are planned and undertaken.
  • Review deliverables (from internal and external providers) to ensuring they are timely, of a high standard and meet compliance requirements.
  • Develop and deliver briefings on System Safety and Interoperability practices and procedures to Project Team and Subcontractors.
  • Prepare and contribute materials as required to support the development of project competency (key people) with respect to System Safety and Interoperability.
  • Act as the key contact for all matters relating to System Safety and Interoperability with HS2.
  • Develop and maintain reports on System Safety and Interoperability activities, covering progress and issues across the project to the Head of Technical Assurance, Quality and Compliance, HS2 and others as required.
  • Manage the relationship, supporting Head of AQC and HS2, with HS2 appointed Independent Assessment Body and Notified Body.
  • Work with PRAM and CDM SME to integrate PRAM and CDM activities impacting on System Safety and Interoperability.
  • Contribute to the continued improvement of the technical assurance, processes and systems.

The Ideal Candidate

  • Chartered Engineer or significant experience of working at equivalent level in a project environment;
  • Extensive Experience of the application of system safety assurance processes in major railway projects;
  • Extensive Knowledge and experience of the regulatory environment and statutory obligations relating to major rail infrastructure / construction projects or equivalent;
  • Capable of working collaboratively and effectively with project delivery teams, management and the project leadership, clients, sub contractors, regulatory bodies and other major stakeholders, credible in building relationships with all levels of internal and external stakeholders;
  • High standard of verbal and written communication skills and interpersonal skills, able to effectively communicate technical assurance and system engineering concepts to variety of audiences;
  • Awareness of the various disciplines involved in delivering major railway projects, their roles and responsibilities and their relationship to assurance;
  • Good information management and analytical skills, able to quickly and efficiently seek out the relevant and pertinent points from large volumes of project information;
  • Experienced in the use project information tools and management systems including MS Office and web-based collaboration technologies for project information and process management, such as Enterprise Bentley, Projectwise or similar.

The role will work on the HS2 project. HS2 is the UK's new high speed rail network. It will be a catalyst for economic growth across Britain, freeing up space on the existing railways and connecting 8 out of the UK's 10 biggest cities with fast, reliable and frequent high speed services

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
