Salary: Ј55,596 to Ј62,546

CDE operates across the entire Eastern region which stretches from the Scottish borders along the entire east coast of England and on to London, Kings Cross covering 6,042 miles of track which sees over 7,500 passenger journeys every day as well as 1,057,462 tonnes of freight moved each week. This is all made possible by the 9,500 brilliant Network Rail staff and a further 25,000 people in the supply chain who work in the region to provide a safe and reliable railway and strive to put passengers and freight users first.

Every year, during the past five-year Control Period 6, Capital Delivery - Eastern (CD-E) were entrusted with delivering over Ј1bn, investing in the region of Ј3,000,000 every day, on renewal and major or minor enhancement projects across the Eastern region.

Brief Description

We are looking for a social value specialist to lead on social value across the Capital Delivery function of the Eastern Region. This role is a secondment opportunity to continue driving the social value strategy through the delivery of improvement programmes and engagement activities with our project design and delivery teams.

The person for this role will have excellent communication and network building skills.

The role is based within the Capital Delivery Safety and Sustainability Team, reporting to the Principal Sustainability Manager, in a team of four and is a 9-month secondment to cover parental leave.

The location for this role could be either York, Derby or London Stratford Place.

About the role (External)

Key Accountabilities

  • Deliver functional support to enable the discharge of the client role through input to project remits, supplier tender reviews, pre-construction information, diversity impact assessments, input to supplier account meetings and support key project assurance working closely with project management, engineering and the construction management teams to facilitate compliance to legislation, standards, and processes.
  • Support projects to develop social value plans working with partners and the supply chain to deliver a social return on their investment.
  • Support projects to use the Rail Social Value Tool (RSVT) and report on social performance.
  • Implement the sustainability aspects of the Safety and Sustainability strategy, working with all relevant business areas and the supply chain to facilitate successful delivery, including feeding into the delivery safety and sustainability action plans and helping to coordinate activities and report against progress.
  • Develop the desired sustainability culture throughout the business unit by leading by example on behaviours and delivering the CD culture maturity improvement programme (developed by the S&SD improvement specialist) at a delivery level, in order to achieve continuous improvement and adoption of best practice.
  • Develop internal and external sustainability communications such as cascades, briefings, lessons learnt, case studies, newsletters in order to expedite a learning culture within CD to improve safety performance.
  • Provide guidance on trends in sustainability data for the delivery teams to facilitate coordinated project level assurance, local delivery level improvement opportunities and focus for supplier engagement such as time to talk. Lead on the rail social value tool and work with projects to report on their social return on investment.
  • Provide authoritative technical advice on social opportunities and sustainability requirements as part of the planning, design and delivery of projects, including sustainability certification and environment survey and consents requirements so as to facilitate the successful execution of the Regions programme or works and to lead the environment and social management system locally.
  • Provide Capital Delivery and Network Rail specialist support on investigation panels of contractor led Level 2 investigations where required to facilitate maximum learning from events to improve sustainability performance.
  • Provide support to the teams in becoming a learning organisation through supporting on implementation of outcomes from assurance activities and learning from accidents and incidents.
  • Develop and handle relationships with both internal and external partners, collaborating closely with regulatory bodies and other agencies, developing partnerships with NGOs, education centres and local charities to support sharing of key information required for sustainability performance of the delivery team.
  • Job Skills, Experience and Qualifications

    Essential

    • Practitioner member of IEMA or equivalent professional institute e.g. CIEEM (or equivalent through experience).
    • Degree level qualification (minimum UK level 6) in environment / sustainability or other relevant subject, or equivalent through experience.
    • Validated significant experience in handling or social value matters, with involvement in construction programmes across applicable multi-subject areas.
    • Demonstrate a depth of understanding of existing environment and social value legislation
    • Demonstrable experience in implementing successful sustainability improvements.
    • Verifiable experience of working with management systems (e.g. ISO or equivalent)
    • Demonstrate knowledge of project management and/or understanding of the project management lifecycle within the railway industry, or a similar operating environment.
    • Demonstrated ability in initiating and building positive working relationships with customers, their team and partners.
    • Demonstrable experience of bringing different people together; promoting working as one team.
    • Demonstrate experience of challenging self and others to improve services and approaches.
    • Demonstrate experience of thinking through the cost, business priorities and customer implications of their decisions.
    • Demonstrate experience of positively representing themselves/ their team within and external to the business.

    Desirable

    • Masters level qualification in relevant subject
    • Full member of IEMA or equivalent professional institute e.g. CIEEM.
    • Experience applying certification or frameworks to projects (such as CEEQUAL, BREEAM or Common Social Impact Framework)
    • Proven experience of collaborating with other organisations for a positive sustainability outcome
