Salary Base salary: £47450pa to c.£67300pa depending on skills and experience. In addition, we offer flexible benefits fund of 20% which is paid on top base salary and is fully pensionable, as well as a range of competitive benefits - check them out in the Benefits section on our website.

As a Station Operations Development Manager with HS2 you will establish the operational requirements for the systems at each station to ensure they meet the safety, reliability and efficiency requirements to operate the station as part of the HS2 network.

The post holder is a subject matter expert in how station systems (including safety critical system) interact with and impact the operation of the station and the safety management system.

The post holder will lead on the above throughout the programme lifecycle of design, delivery, trialling and operating of Stations in service.

About the role:

  • Lead the cross-functional engagement with suppliers, project teams and other stakeholders, including Network Rail and West Coast Partnership Development in the development HS2 station systems to ensure a consistent operational approach for each of the HS2 stations.
  • Provide relevant operations subject matter expertise into the specification, development, delivery and procurement of technical and operational station systems, including attendance at design reviews and Factory and User Acceptance Testing and collaboration with Ergonomics colleagues to undertake relevant HF assessments and activities, to ensure HS2 requirements are achieved.
  • Provide station operations subject matter expertise into the development of safety critical operational products including trial operations plans, standards, processes, recruitment, selection and training material, to ensure they meet the operational requirements
  • Engage in and input Stations subject matter expertise for the development of hazard identification, risk assessments, hazard analysis in order to develop operations standards and procedures controls that ensure associated asset system risks are identified, monitored, mitigated and reviewed.
  • Lead on identifying the resourcing and competency requirements for each station, including development of the operational model and role profiles for the end-state roles
  • Provide operational subject matter expertise to HS2 contractors on how each station will be operated to meet the safety, reliability and efficiency requirements of the Operational Concept Blueprint and HS2 development agreement, including the operation of the Public Address and Voice Alarm (PAVA) system, Station Information Management Systems (SIMS), Customer Information System (CIS), Building Management System (BMS), Train dispatch systems, gate line and ticket vending machines.
  • Lead the development of the station systems within the unified target operating model, through collaboration with industry partners such as Network Rail and West Coast Partnership Development to ensure the systems and processes implemented support the operation of the end state railway
  • Support benchmarking and learning from incidents, new technologies, processes and practices both from within the wider railway industry and from other industries and embed in all activities
  • Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies and procedures on EDI

About You:

Skills:

  • Ability to lead others, including non-direct reports and supporting cross[1]functional collaboration, to establish reciprocal relationships and alliances across the organisations
  • Ability to apply technical expertise and operational experience to influence outcomes
  • Able to communicate effectively including presenting to panels and communicating to colleagues across all levels of the organisation
  • Ability to apply business judgment to decision-making to ensure value for money, and operability, appropriately balancing operational benefit with risk and return
  • Ability to work independently or as part of a team, structuring activities to deliver against individual and wider functional plans

Knowledge:

  • Project lifecycle, including the specification, development, delivery, testing and bringing into use of railway systems.
  • The functional structure of the rail networks and operational roles and responsibilities.
  • Comprehensive understanding of all station systems
  • Knowledge of all relevant standards governing safe operation of a mainline railway and how these are captured within operations standards and communicated to end-users.
  • Legislative and regulatory requirements applicable to the safe operation of the revenue service railway including CSM, ROGS, Railway Interoperability Regulations and the Management of Health & Safety at Work Regulations.
  • Level 3 (or greater) or equivalent qualification in training delivery and or assessment or the ability to attain it

Type of experience:

  • Project Management, leading projects both in an individual capacity and as part of a wider programme delivery.
  • Operational experience at a senior level in a mainline station, with experience of management of station systems.
  • Delivery of major infrastructure projects, including bringing railway infrastructure into use
  • Engagement, consultation and negotiation with internal and external stakeholders at all levels of seniority including a unionised environment to deliver time critical materials.
