Role Overview - What is it?
We are seeking a proactive and commercially astute Sourcing and Procurement Manager to deliver procurement savings and develop our procurement strategy. In this new position, you will be responsible for sourcing suppliers, managing procurement processes, and overseeing contracts related to housing services, facilities, maintenance, and corporate operations. You will ensure the delivery of cost-effective and high-quality services, aligned with our values and regulatory requirements.
Please note that this role is being advertised as a permanent opportunity, however we would be open to a fixed-term contract.
Main Duties - What needs to be done?
Procurement Operations:
- Identify cost-saving opportunities and efficiencies across the supply chain
- Streamline procurement processes to improve efficiency and accuracy.
- Work closely with internal departments (e.g., finance, operations, HR) to align procurement with company goals, forecasting demand and coordinating supply chain activities accordingly.
- Establish end-to-end procurement processes, from tendering and evaluation to contract award and supplier onboarding.
- Ensure procurement activities comply with internal policies and best practices.
- Manage purchase records and documentation.
Sourcing & Supplier Management:
- Develop and implement sourcing and procurement strategies that support The Housing Network's objectives.
- Source and assess suppliers for goods and services including maintenance, security, furnishings, and utilities, based on criteria such as cost, quality, reliability, and service.
- Rationalise the existing supplier base to reduce volume, improve efficiency and negotiate improved terms with smaller number of chosen suppliers.
Collaboration & Governance:
- Work closely with internal stakeholders including ExCo and Operational teams.
- Ensure compliance with company policies, legal regulations, and ethical standards.
- Manage risks related to procurement (e.g., supplier failure, fraud, market volatility).
- Maintain necessary documentation for audits and due diligence.
- Prepare reports, analysis, and procurement plans for senior leadership and board-level reviews.
- Provide procurement and contract training and guidance to operational teams across the organisation.
Competencies - Who with and your skill level?
Qualifications & Experience:
Educational background:
- Bachelor's degree in a relevant field such as:
- Supply Chain Management
- Procurement and Logistics
- Business Administration
- Finance
Master's degree desirable
Professional Certifications:
- CIPS (Chartered Institute of Procurement and Supply) level 4 or higher
- MCIPS status desirable
Experience:
- 5-10 years' experience in procurement and contract management, preferably in housing, public sector, or social services.
- Specific expertise in:
- Strategic sourcing
- Supplier negotiation and contract management
- Cost reduction and value creation
- Cross-functional team collaboration
Key Competencies:
- Strong negotiation and communication skills
- Strong understanding of housing service delivery and supplier management.
- Commercial acumen and strategic thinking.
- Ts & Cs drafting and legal understanding.
- Proficient in procurement systems and contract management tools.
- Stakeholder engagement and relationship building.
