The Role

UK airspace forms part of critical national infrastructure and is some of the most complex in the world. However, it has been developed over a prolonged period, in a fragmented and uncoordinated manner that has struggled to keep pace with demand and evolution of aircraft technology. The UK Airspace Modernisation Strategy (AMS) seeks to drive modernisation of airspace through its vision of quicker, cleaner, and quieter journeys. One of the key tenets of the AMS is to transition from the uncoordinated, individually sponsored, approach to airspace design, and take a coordinated, strategic approach to ensure airspace design keeps pace with modernisation.

As co-sponsors of the AMS, the Department for Transport (DfT) and CAA have established a joint Project Team to develop a model for implementing a "Single Design Entity" (SDE) to deliver the required coordinated approach to airspace design. The SDE will initially focus on the London TMA area. In the medium to longer term, it is anticipated that, with an appropriately updated legislative framework, the SDE will eventually provide the technical subject matter expertise (Airspace and Instrument Flight Procedure design, aeronautical information management, etc), as well as manage and coordinate all UK airspace change proposals. Delivery of the SDE project is a CAA Board and Secretary of State for Transport priority.

The SDE Project Manager will:

  • Lead on the evolution and delivery of the SDE Project so that it can, where necessary, drive changes to legislative, policy and regulatory frameworks to support the development, implementation and the future oversight and management of an SDE in the short, medium, and longer term.
  • Deliver planning and project management output, including preparation of business or technical documentation as part of the strategic governance and delivery of the SDE project.
  • Lead on additional tasks as allocated by Senior Manager SDE Project.

Core Accountabilities

  • Responsible for the project management and/or delivery of assigned SDE project functions.
  • Management and delivery of the UK SDE Project - with an immediate focus on short term implementation, but also the medium to longer term scope.
  • Build effective relationships with stakeholders, including the DfT (as co-sponsors of airspace modernisation and the SDE Project), other CAA teams and key industry participants, including the SDE.
  • Deliver specialist Project Management input to internal and external governance workshops and stakeholder forums, including:
    • SDE Project Team meetings
    • SDE Project 'Stakeholder Engagement Forum' with key stakeholders, to drive the development and implementation of the SDE, its governance, legislative framework, and policy arrangements; to include, FASI (Future Airspace Strategy Implementation) Programme Airports, industry associations, business experts, operational experts, solution experts and data/information/service/technical infrastructure architects).
  • Lead on the preparation and provision of project material, including technical airspace related information to support the smooth functioning and output of the weekly DfT/CAA SDE meetings and SDE Project Board as part of the SDE Project's governance.
  • Develop and embed suitable project governance arrangements, including stakeholder liaison, planning, meeting scheduling, project control, risk management, reporting and lessons learnt.
  • Maintain records in compliance with CAA Management System requirements.
  • Analyse technical data and recommend actions to improve the efficiency, productivity, and the overall governance of the SDE project.
  • Deliver a high level of stakeholder liaison within the CAA, with Government colleagues, other regulatory bodies and external organisations.
  • Communicate SDE project activities to stakeholders including management of project web pages and other internal and external communication streams.
  • Initiate and drive development of SDE Project work packages, including but not limited to, project plans and implementation roadmap, resourcing plans, stakeholder engagement materials and risk registers.
  • Remain current with CAA records management policies and procedures and to amend CSP SDE practices and procedures to ensure continuing compliance.

About You

Essential

  • Have experience from within the ATM and/or aviation environment more generally related to UK airspace.
  • Have a good knowledge of the CAA and UK aviation industry supported by an understanding of key legislative factors influencing and determining the CAA's role as an airspace regulator e.g. the Civil Aviation Act, Air Navigation Order, Rules of the Air Regulations, and appropriate MAA Regulatory Publications.
  • Working knowledge of the legacy airspace change environment within the UK and related airspace legislative framework, with a sound understanding of implications for industry and airspace users.
  • Be able to rapidly establish credibility with technical specialists and develop constructive relationships, with effective communication skills both written and oral in engaging with contacts at all levels throughout the CAA and externally.
  • Have high levels of commitment, reliability, and flexibility, and the ability to work effectively within a multi-disciplined team.
  • Be able to work with minimum supervision, be pro-active and possess strong time management skills to meet deadlines.
  • Have experience of MS Office packages specifically Word, Excel and Outlook.

Desirable

  • Be aware of the environmental impacts of aviation and of how the implementation of an SDE could help better mitigate these.
  • Be aware of national and international ATM regulatory bodies and their interaction.
  • Be Certified associate in project management (CAPM) or have completed Prince 2.

Additional Information

For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.

To be vetted we will usually expect a reasonable period of residency in the UK so that meaningful checks can be undertaken. For this role this will need to be 5 years.
