Job overview

All SLaM services are delivered through one of two types of Operations Directorates:
• Borough Operations Directorates that deliver core services for the relevant Borough.
• Trust-wide Operations Directorates that provide services to all relevant service users, these include CAMHS, and Older Adult services.
• Alliance Operations Directorates that provide SLaM services as part of an alliance agreement. Some alliances are service specific (eg Forensics) and may be hosted by a larger Operations Directorate while others are Borough or whole population based (eg Lambeth Living Well Network Alliance) and may be delivered as an Operations Directorate in their own right.

All Operations Directorates work closely with newly formed Clinical Academic Groups that are responsible for pathway design, clinical research and other academic activity.

Operations Directorates and CAGs are both supported by a services hub that directs HR, finance, commercial, contracts, BI, ICT and academic science.

This role will lead the operation, finance, workforce and strategic elements of Lewisham Borough Services within SLaM by leading the Lewisham Operations Directorate.

During 2017/18 and 2018/19 the role will also lead the transition of Lewisham SLaM services from services specific CAGs to Borough-wide mutli-specialty services and teams

Main duties of the job
• To be responsible for the transition of Lewisham SLaM services from services specific CAGs to Borough-wide mutli-specialty services and teams.
• To be responsible for the delivery of SLaM's Lewisham Borough strategy through the development of robust business plans, the setting of relevant operational targets, and for the delivery of its activities within agreed budgets and to agreed standards.
• To lead, with the Clinical and Academic Directors, the effective working of governance structures, roles and responsibilities based on multi-disciplinary approaches with an emphasis on collaborative leadership and team working.
• To ensure there are effective relationships with commissioners, local authorities and other external stakeholders.
• To ensure there are mechanisms in place to involve key stakeholders in all aspects of service planning and delivery, to develop culturally sensitive services acceptable to an ethnically diverse inner city population and to ensure fair access to services irrespective of gender, sexuality, religion, culture, race or disability.
• To contribute to the effective management, development and strategic direction of the Trust and Kings Health Partners (KHP) and ensure Lewisham Borough and its interests are effectively represented.
• To host Trust-wide and National Specialist services as required and indicated in the directory of Trust-wide and Specialist services.

Detailed job description and main responsibilities

1) Leadership and management:
• Contribute to the formulation and delivery of strategic and business plans which develop effective and accessible services to meet the agreed goals of the Trust and Kings Health Partners.
• To manage and control general day to day operations of the Operations Directorate so that regulatory, business plan and contractual obligations are fulfilled and risks are effectively managed.
• To ensure that effective relationships are established and maintained with commissioners of services and external agencies which provide sources of funding.
• To support the delivery of clinical pathways within the Operations Directorate and support the translation of research into clinical practice by the application of quality improvement systems to service delivery.
• To support the development and resourcing of research, service evaluations and an outcomes approach in order to integrate the R&D and service agenda to achieve effective and evidence-based service transformation.
• To promote a culture of innovation and continuous improvement based on best practice and positive service user experience.
• Working with the Clinical Director, to ensure that there are explicit care pathways that support standardised, consistent and focused interventions and these are based on implementation of national guidelines, NICE requirements and CQC standards for improving health and wellbeing in mental healthcare.
• To ensure that all staff treat service users, carers and relatives with dignity and respect at every stage of their care/treatment.
• To give clear and inspirational direction and support to staff working within Lewisham, ensuring they are appropriately managed, motivated and engaged, in order to ensure the successful and co-ordinated delivery of activities and targets.
• To recruit, motivate, train, develop and retain appropriate staff enabling them to have the skills, expertise and discretion to function effectively in their role.
• Ensure that all staff receive an annual appraisal and have a personal development plan and that clinical staff receive appropriate clinical supervision.
• To plan workforce needs for Lewisham, liaising with appropriate departments internally such as Human Resources and professional and academic heads, and external training and education agencies.
• To work with relevant partner organisations and other Boroughs to ensure that service user needs are properly met and managed across organisational boundaries (including implementation of safeguarding, confidentiality and consent guidelines).
• To promote joint working with local authorities including the co-ordination and management of integrated services where appropriate.
• To work closely with GPs and primary care to develop coherent care pathways across primary, secondary and tertiary care.
• To work in a community orientated way taking account of the diversity of the local community, the political context and community organisations to ensure that all possible is done to promote social inclusion for people with mental health problems.
• To work closely with other Boroughs, SLaM/KHP departments and external agencies on wider development projects.

Person specification

Qualifications

Essential criteria

  • Educated to degree level or equivalent Holder of a management/business qualification or comparable experience
  • Evidence of on-going professional development

Desirable criteria

  • Masters qualification or demonstrable equivalent managerial experience

Knowledge/Skills

Essential criteria

  • Good knowledge of the external political environment and developments within the NHS
  • Computer literate and able to use a range of software packages (particularly for publishing and maintaining databases)
  • Good knowledge of statistical/analytical techniques

Desirable criteria

  • Comprehensive knowledge of project management.

Experience

Essential criteria

  • Experience at a senior level of delivering results through managing others.
  • An ability to build effective working relationships at all levels across the organisation and with partner organisations in a sensitive and diplomatic manner.
  • Demonstrable commitment to partnership working with a range of external organisations.
  • Excellent communicator; able to express highly complex issues both orally and in writing to a range of audiences. This includes writing reports, presentations and conducting meetings
  • Ability to produce high quality briefing material for Senior Directors

Desirable criteria

  • Experience working in an Executive level office in the Healthcare and/or Public sector
