The role is to oversee and manage a caseload of large scale and complex highway development control cases, and to provide on-going support and advice in response to development proposals in and around the City on behalf the of the Local Highway Authority.
We have 2 positions available, Senior transport professional and Transport professional. Appointment to the level depends on experience of the successful candidate. These are full time, permanent posts working 37 hours Monday to Friday. We currently operate a hybrid working policy whereby you'll have the flexibility to work from home depending on experience and team requirements, but we'll also require you to come into City Hall or be on site for 2 days per week.
Highway Development Control is a key function within the Local Highway Authority, to ensure that development proposals can integrate safely, effectively and positively into the existing highway and transport network. The role supports the ongoing economic growth and transformation of the city; to provide houses to live, places of employment to work, and places for people to enjoy spending time in which can range from open pedestrianised spaces to large sports stadiums and arenas. You will be required to look after a portfolio of strategic, large scale and significant development schemes outside the city, to ensure the best outcomes for the City's highway and transport network. Alongside providing highway advice on development schemes, you will provide specialist knowledge which feed into a range of workstreams within the Authority and provide support to the development of emerging key highway and planning related policies.
As Senior Transport Planner at Leicester City Council, you will have a significant understanding of multiple aspects of highway and transport specialisms, strive to continually develop the service, and support the continual development of the team.
What you'll be doing:
Day-to-day, as senior transport planner you will be managing a busy and varied caseload, liaising with officers and stakeholders both within and external to authority, on a range of development control matters. You will be regularly representing the authority liaising with members of the public, members of the Council, senior leadership team and senior politicians, agents and consultants acting on behalf of applicants. You will support and deputise for the team manager as required. We are a small team which is expanding, which will offer a unique opportunity to be embedded and make your mark within an evolving team.
What you'll need:
We are looking for candidates who have a passion for highway development control and ensuring that the best possible outcomes can be achieved for the residents of Leicester, and all users of the highway and transport network. Candidates will have an in-depth knowledge of the legislative framework and local and national policies in which they are able to work within in secure planning contributions and mitigation, and to seek appropriate packages of on and off-site mitigation for development proposals.
