Senior Transport Planner (Grade 9) - Job Description

We are looking for two enthusiastic individuals to join our growing team of transport planners at Lancashire County Council. This is an exciting opportunity to shape and influence the future of transport at a forward-thinking local authority.

This is a diverse role, working closely with other transport planners, engineers and spatial and environmental planners to plan, design and deliver walking, cycling, bus, rail and road schemes across the county.

Lancashire County Council is one of the largest local authorities in the UK, covering a substantial urban and rural area in north-west England encompassing 12 district councils. We have a substantial portfolio of transport funding, including allocations from the Active Travel, Major Road Network and Levelling Up Funds.

About the role:

The successful candidate will work as part of the transport planning section of a highly skilled, multi-disciplinary team, planning and delivering transport schemes across Lancashire. Day to day you will have a range of responsibilities as you oversee projects through the full life cycle.

There will be a strong focus on transport modelling and data analysis and the successful candidate will be expected to provide technical advice and support to projects.

You will work in collaboration with other subject matter specialists, stakeholders and framework consultants and will have the opportunity to share your skills and knowledge by mentoring and supporting junior staff.

With support from the Transport Planning Team Leader, you will be expected to manage and prioritise your own workload.

You can expect to be active on a number of projects at any given time - these can vary in both scale and nature, making the workload both interesting and technically challenging. There are opportunities to work on schemes across the spectrum of transport modes and we are keen to enable people to work on projects that suit their interests and support their personal development goals.

About you:

We are looking for someone with a passion for transport and a genuine awareness of the current climate change and decarbonisation agenda and the role that transport planning can play in tackling the issues we are facing.

You should have a relevant bachelor's degree (a transport related MSc is desirable) with at least 3 years of experience in either the public or private sector and have a broad understanding of the relevant transport policies and guidance. An understanding of funding mechanisms and procedures (such as business cases) is desirable.

You should have a good working knowledge of some transport planning software (suchas SATURN, Aimsun, VISSIM, LinSig, Junctions 9, TEMPro).

We are particularly interested in hearing from candidates with microsimulation modelling experience (such as Aimsun, VISSIM or Paramics) and strong technical skills in analysing and presenting data (e.g. using Excel and GIS).

You should have excellent interpersonal, written and verbal communication skills and be able to interpret modelling outputs and explain complicated concepts clearly and succinctly to others. You should also have good report writing skills demonstrate good attention to detail.

It is important that you are able to demonstrate an ability to problem solve, being able to apply both creative-thinking and methodical/logical approaches to propose solutions to complex issues.
