Job Description

Base salary: £47,450pa to c.£59,300pa depending on skills and experience. In addition, we offer flexible benefits fund of 20% which is paid on top base salary and is fully pensionable, as well as a range of competitive benefits - check them out in the Benefits section on our website.

The Senior Supply Chain Manager (Logistics) role will be responsible for providing a link to the Supply Chain & Logistics team sat outside of Procurement & Supply Chain. The role will provide crucial input into decisions taken by the Commercial Strategy director which involve supply chain and integration of the programme. In addition, the Supply Chain Manager Logistics will deliver the implementation of the SCM Strategy, supporting the deployment of the people, processes and systems for critical supplier engagement, mapping and monitoring.

About the role:

General

  • Provide a link between the Commercial Strategy team and the Supply Chain & Logistics team sat outside of Procurement & Supply Chain.
  • Facilitate effective communication between the Commercial Strategy team and the Supply Chain & Logistics team to ensure alignment between the objectives of both teams.
  • Provide input into the development of commercial strategies and plans, based on insights and feedback gathered from the Supply Chain & Logistics teams.
  • Coordinate with the Supply Chain & Logistics team to ensure that their input is incorporated into the commercial strategy and management process, and that their requirements are considered when developing procurement strategies.
  • Identify potential issues or risks that may arise from the development of a new commerical strategy with either Logistics or Supply chain.
  • Provide regular updates and agreed reporting to senior management on the alignment between the Commercial Strategy and Supply Chain & Logistics teams.
  • Daily management of internal and external SCM resource (matrix or directly).
  • Support the HS2 professional development process, conducting reviews, setting objectives, providing mentoring, training and support.
  • Support the HS2 SCM recruitment process including aiding the selection process & interviewing.
  • First line of assurance for formal SCM Reports, including Market Sounding Reports, Capacity Analysis, Financial Risk Reports, Case Studies etc.
  • Manage their respective SCM portfolio.
  • Engage with and prepare industry for the scale of the HS2 procurement, positioning HS2 Ltd as a client of choice within the industry.
  • Undertake Supply Chain Mapping to identify strengths, weaknesses, opportunities and risks in the market place in order to ensure HS2 Ltd is an informed client.
  • Promote a culture of building excellent Supply Chain relationships built on trust, openness that enhance HS2 reputation in the market place.
  • Lead market sounding exercises relating to their own SCM portfolio and contribute towards the delivery of others as required.
  • Lead meetings, workshops and engagements events required to support the delivery of SCM at HS2.
  • Provide ongoing operation support in the maintenance of all sources of SCM data and tools.
  • Support with the timely and accurate reporting in accordance with SCM programme governance.
  • Work with other members of the commercial directorate team where cross working between the various groups and SCM is needed.
  • On point representative for steel issues (and other critical commodity items), responding to FOI's, PQ's, & providing copy for press enquires, liaising with the UK Government (BEIS, Cabinet Office & Crown Commercial Services) and leading industry representatives in responding to the steel industry issues, embedding new government policy into HS2 procurement processes and delivery.
  • Responsible for the collation & presentation of compliance data against PPN 11/16 (Steel Procurement Guidance) for Cabinet Office.
  • Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies and procedures on EDI.

Knowledge:

  • Knowledge of government initiatives, policies and best practice approaches to Supply Chain Management.
  • Knowledge of commercial and contract delivery lifecycles, including key activities during market engagement, procurement and delivery.
  • Understanding of systems and reporting applications, including procurement and commercial tools.
  • Knowledge of approaches to, and benefits of, good stakeholder management, internal and external communication, as well as coordinated 3rd party and supplier engagement.
  • Appreciation of applicable EU and UK procurement legislation.
  • Knowledge of different procurement routes, including use of OJEU processes and government frameworks.
  • Understanding of project scheduling and planning.
  • Membership of (or to be currently working towards) the Chartered Institute of Procurement and Supply (CIPS), International Association for Contract and Commercial Management (IACCM) or equivalents

Type of Experience:

  • Experience of managing a SCM or supplier engagement programme in either the public or private sector.
  • Experience within a procurement, financial or commercial governance structure with supporting policy and processes.
  • Experience in managing a team.
  • Experience of large projects or working within/under a similar matrix organisational structure.
