Detailed job description and main responsibilities

  • To ensure all specialist engineering systems within specialist area are installed and maintained in accordance with current legislation, health and safety regulations, codes of practice and Health technical guidance.
  • Support the development, monitoring and review of safe systems of work applied to specialist engineering services.
  • Lead on creation of succession plans for the development of junior engineers and apprentices.
  • As part of continual personal development, identifying solutions using technological advances and practices within Health care engineering.
  • Requirement to analyse highly complex engineering condition reports and drawings, covering life critical systems that supply services across whole hospital sites. Use of judgement to then proactively address areas of concern and undertake risk prioritisation to ensure robust governance.
  • Requirement to undertaken physical analysis of complex specialist engineering equipment to monitor performance and to undertake fault diagnosis with the use of fine tools and equipment.
  • To act and lead in a professional manner demonstrating the Trust's values when undertaking tasks and duties in contact with Patients, Visitors and staff.
  • Contribute to the development of the CAFM system ensuring effective change management process are implemented to reflect the needs of the Estate.
  • Key contributor to ensuring appropriate systems are in place to evidence ongoing compliance with local and national policies as required for CQC standards, HTM and health care technical guidance.
  • Ensure effective monitoring of works undertaken to ensure compliance to statutory requirements actors the estate.
  • Provide and articulate reports to Trust governance groups and committees.
  • Lead on creation of specialist engineering policies, process and guidance inclusive of implementation, training and review for specialist area.
  • Ensure that Specialist Engineering Polices are created with support from clinical teams and that the key aspects of the policy are clearly communicated with the clinical personnel affected by the policy.
  • To support the delivery of internal assurance on specialist engineering compliance and competencies through a concise audit programme.
  • Responsible for ensuring that consistently high standard of customer service is delivered by effective monitoring of internal and external service lines.
  • Regular contact with nursing staff at ward level, having incidental contact with patients.
  • Ensure that when receiving highly complex, contentious information of a sensitive nature, such as condition reports on complex / life maintaining engineering equipment, that the key risks and solutions are clearly articulated to clinical leaders. Barriers in communication exist where busy clinical leaders do not have the time or technical knowledge to appreciate full engineering reports. These must be summarised and presented in a way that does not cause panic and but also clearly articulates the magnitude of the risk and the solutions that are available.
  • Key decision maker on Trust approach to HTM and statutory compliance and the development of risk-based response to engineering standards
  • Management of external specialist engineering contractors and staff carrying out work on the Trust's assets and buildings, ensuring delivery and assurance of SLA's and KPI's.
  • Deliver training and support the development of authorised and competent persons within your specialist area both internal and external to the Trust.
  • Communicates technical issues, safety issues and major operational issues to Senior Estates Management as required under the Estates communications strategy.
  • Undertake Estates specialist engineering audits and condition surveys reporting into Estates Governance and senior teams.
  • Key contributor to the estates risk register to ensure an accurate view of operational risk and backlog maintenance requirements.
  • Management of complex specialist engineering projects designed to improve or maintain compliance with statutory requirements. Will also be required to take the Operational lead on high value Capital improvement projects, defining the requirements of the project, supporting decisions on derogations / plan changes and ensuring that a suitable product is handed over into Operational management; the key emphasis being on the ability to meet the scope of clinical need and on the ability to maintain.
  • To undertake training of Estates Technicians, as designated by training / competency matrix, to ensure that the knowledge and skills base is maintained and developed to meet the requirements of current and future engineering services and changes in legislation.
  • To support on the development of the Trust's CAFM system, utilising the system to ensure a robust management system of records and assets. To ensure operational Estates changes are implemented with the CAFM system ensuring continued compliance.

Person specification

Training & Qualifications

Essential criteria

  • Qualified to Degree Level (or equivalent experience) with post graduate knowledge and experience
  • Extensive experience in operational maintenance in a Mechanical, Electrical or Building service discipline or equivalent significant experience
  • Membership of a Professional Institution eg IHEEM, IEE, IET, I.Mech, CIBSE
  • IOSH Managing Safely
  • A recognised training qualification/apprenticeship in Electrical or Mechanical Services

Desirable criteria

  • Legionella awareness L8 - Responsible Person
  • NEBOSH - Level 3 Certificate
  • Recognised Management Qualifications

Experience

Essential criteria

  • Experience in specialist engineering in installation and maintenance systems
  • Experience of line management and supervisory responsibility for directly employed staff and contractors working on defects and PPM on technical: Electrical, Mechanical or Building disciplines found in an acute hospital environment
  • Experience of Working in an Authorised Person role )e.g Medical Gas , High Volatge)

Desirable criteria

  • Experience working with Computer aided facility management systems
  • Considerable knowledge of Health care Engineering knowledge of Healthcare Engineering services (EG HV/LV/Water?Vent etc)
  • Experience of Working in an acute or non-acute hospital setting

Communication and relationship skills

Essential criteria

  • Good organisational skills and ability to address and develop solutions to problems of a highly complex and contentious nature
  • Ability to receive and interpret highly complex and contentious information of a sensitive nature and being able to communicate the magnitude of the situation with non-estates professionals so that the risks are clearly understood without causing panic
  • Strong communication skills, for effective working relationships throughout the organisation including presentation to Executive Directors
  • Ability to work on own initiative and as part of a team
  • Highly organised approach to work
  • Strong IT/PC Skills to be able to develop and operate the various computer systems
  • Evidence of good written and spoken communication skills

Please note if you are successful in obtaining this position and the post involves regulated activity you will be required to undertake a Disclosure & Barring Service check.

The Trust will pay for the check initially and the money will then be deducted from your salary over a three month period commencing on your first month's payment.

The current price of a check is £38 for an enhanced and £18 for a standard check.
