Job information
Post No. POSN004183 - Senior Scientific Officer

Permanent Contract - Part time (Job share) at 18.5 hours a week.

We are pleased to offer an opportunity for a Senior Scientific Officer to join the busy Environmental Protection Team: an opportunity to embrace the challenge of delivering a key front line Environmental Health service in an expanding city with a diverse range of businesses.

We are looking for a committed and self-motivated individual to act as a lead officer for implementing the Council's Air Quality and Contaminated Land duties. You'll hold a relevant degree or diploma and have previous experience in a similar role. You may be a specialist in air quality, contaminated land or a related field, or an Environmental Health Officer looking for a new challenge.

The post requires you to demonstrate effective communication skills and be able to quickly establish influential working relationships with a range of partners both within the Council and from external organisations. You'll also have an ability to organise and prioritise work to meet deadlines and be confident when dealing with work of a technical nature whilst working in a self-sufficient manner. In Newport, no two days are the same and you can expect to gain broad and varied experiences while working here.

Newport, in common with many urban areas, has an interesting industrial heritage and many of these brownfield sites are now being redeveloped as the regeneration of the city continues. Working alongside Planning department colleagues and developers, this post is key to ensuring that contamination issues are addressed. It will also build on the progress already made implementing our Contaminated Land Inspection Strategy, and Air Quality Action Plan.

The main focus of the role is to deliver statutory Environmental Protection interventions across a wide variety of commercial, industrial and domestic settings. This will include:

• Develop, review and implement the Councils Contaminated Land strategy
• Maintain the smooth and efficient running of the Councils air quality monitoring programme
• To advise on planning applications in respect of environmental health issues
• Review, assess and respond to service requests relating to contaminated land or air quality
• To investigate and report upon sites that have been identified through the potentially contaminated site prioritisation dataset

This post offers real personal and professional development to the successful applicant.

Role Location: Officers in the team can work from the Civic Centre at the heart of Newport, can operate in a hybrid agile manner including working from home but with a clear expectation and need to visit commercial & industrial premises, domestic properties and other locations across the City as and when needed; including into evenings or on weekends as service demands dictate.

Employment Benefits: Generous Annual Leave entitlement, Local Government Pension Scheme, Flexible and Agile working policies, Personal development opportunities; Active Travel routes into the city and Bike-to-Work scheme.

Face to Face Interviews will occur in mid-March 2024.

For an informal conversation and detail about the role, please contact James Holland, Principal Environmental Health Officer (Environmental Protection) on 07970 816654 or email James.Holland@newport.gov.uk

We welcome applications for all our jobs in either Welsh or English. An application submitted in Welsh will not be treated less favourably than an application submitted in English.

Newport City Council is committed to working towards its workforce being more representative of the population that we serve and particularly welcomes applications from people from minority ethnic communities represented (or living) in the city. Selection will be made on ability and skills to undertake the role.

Newport City Council is not currently supporting applicants with sponsorship for right to work. In applying for a vacancy, applicants should already have the right to work in the UK.
