This is an exciting opportunity for a Senior Records Manager to join our Information and Records Management Service to lead, support, give assurance and direction to Lancashire County Council and the Information and Records Management Service on governance, risk mitigation and compliance in relation to all LCC record keeping and EDRMS practices, delivering clear priorities and expectations.

You will be responsible for the development, co-ordination, implementation and review of corporate and IRMS policies on records management and to govern the delivery of the IRMS to identified standards, ensuring compliance with statutory and legislative requirements.

You will provide expert knowledge, specialist advice and guidance on records related issues, projects and initiatives, including advice relating to the retention and disposal of records, access control and other records management operational procedures, developing and implementing new solutions as required.

You will be the Subject Matter Expert for the authority's corporate Electronic Document and Records Management System (EDRMS); developing, implementing and maintaining effective EDRMS structures including policies and procedures to support and facilitate the management, access and disposal of records.

You will be the senior records manager in a large team who are focused on delivering excellent records management services to the Council. You will work alongside four other professionally qualified records managers and will be the point of escalation for guidance and support.

What you'll need to succeed

To be considered for this role, it is essential have a post-graduate professional qualification in records management, archives administration or equivalent.

You must have significant and proven experience of working as a professionally qualified archivist or records manager, preferably in local government, but essentially in a large and diverse organisation. You must also have demonstrable experience of developing, implementing and maintaining corporate business classification schemes and record retention schedules. Alongside this you must be able to develop and co-ordinate relevant policy, strategy and guidelines

You must have a demonstrative knowledge and understanding of document and records management principles, theory and practice, current professional standards, legislation and compliance issues.

You will be expected to be a point of escalation in providing authoritative specialist advice on complex record keeping outcomes of national inquiries (e.g. Covid, IICSA, Infected Blood) and legal cases.
