Job Description
HS2 is Great Britain's new high-speed railway. Once operational, HS2 trains will facilitate journeys between Birmingham and London, with services extending to Manchester, the North West, and Scotland using conventional railways. The new route will comprise 140 miles of track, four stations, two depots, 32 miles of tunnel, and 130 bridges. The first HS2 services will run between Birmingham Curzon Street and Old Oak Common in London from 2029 to 2033.
HS2 has awarded several railway systems contracts, valued at over £4 billion, for the design, supply, construction, testing & commissioning, and maintenance of the route between London and Birmingham.
HRS03 HV Power (traction and non-traction) Rail Systems Contract is being delivered by the Siemens Mobility Costain Joint Venture (SMCjv) (the Contractor) on behalf of High Speed 2 (the Employer).
HRS03's scope of works is to provide 25kV Traction and 33kV/11kV Non-traction HV power for HS2's rail system Phases 1 and 3 between London Euston and Birmingham. The works will include various disciplines such as HV power, SCADA, Civils, Protection & Control, EMC, E&B and LV power.
As part of the HRS03 delivery the project intends on putting in place a best in class commercial function centred around providing value for money for both the HS2 client and for the respective parent companies delivering the scheme. Given the longevity of the project and the need to be at the forefront of technology utilisation capability the project intends to utilise digital capabilities where possible in respects to the reporting functions of the project
Senior Quantity Surveyor leading the overall project reporting processes of the project, feeding to the Senior Commercial Manager.
Responsibilities
The Senior Quantity Surveyor Project Reporting role will lead in the everyday commercial reporting processes of the SMCjv HRS03 contract. Further specifics are given as follows;
Key Responsibilities:
- Understand the original project budgets derived from bid estimates and reforecasting these amounts in response to instructed & raised contract change, together with determining the impact on forecasted costs of self-determined changes in delivery strategy
- Incorporate changes to the Total of the Prices in an accurate and timely fashion where change has taken place, appreciating the need for prudence in reporting in unimplemented change events in value reportingEstablish strong working relationship with package manager / package QS's to maintain accuracy in reporting functions
- Feed into all main contract and internal business reporting functions in a timely manner taking consideration of reporting calendar deadlines and cut offs
- As part of internal reporting procedures appreciate that forecasting information feeds into two parent company entities and understand the differing needs in this respect
- Present at regular frequency to the HS2 customer the forecast projections in place on the scheme
- Continually work with the relevant digital functions in place on the scheme to develop optimal reporting functions that minimise repetitive data entry across the respective reporting obligations of the scheme
- Develop commercial understanding and competence across the project management / engineer community
- Ensure all commercial processes and document control complies with the appropriate JV standards and governance
- Maintain complete commercial contractual records
Knowledge, Skills, and Experience
Essential:
- Experience in NEC3 contracts in the context of reporting obligations
- Ability to interpret works information obligations in respects to project reporting
- Ability to work with parent company entities in satisfying reporting obligations
- Ability to integrate into the culture and work ethic of the team
- Key attention to detail in satisfying the reporting functions
- Ability to present confidently in front of senior management and customer representatives
Desirable:
- Experience in utilising digital processes to optimise the reporting function
- Experience working with HV electrical design systems
- Experience working on HS2 projects
Qualifications
Essential:
- Degree or equivalent level qualification in Quantity Surveying or related construction subject
Desirable:
- RICS / ICES chartership (or equivalent)
- Relevant CSCS card
