Job Purpose
As a Senior Project Manager you'll operate at the heart of the country's largest construction contract, overseeing heavy civils works, complex interfaces, and multi-disciplinary engineering delivery for the Curzon Approaches - HS2's gateway into Birmingham, a new Birmingham skyline that will last generations.
We're looking for a major-project professional experienced in large-scale rail, stations, civils or complex infrastructure delivery. You'll be a resilient, forward-thinking leader who thrives in complexity, confidently navigates change and competing stakeholder demands, and proactively manages risk with fresh ideas and a willingness to challenge the status quo.
Working to tight timescales in highly constrained environments, you'll drive the delivery of critical civils infrastructure that enables the HS2 rail systems to complete their work.
About the Role
• Accountable for ensuring the fully compliant and safe delivery of all non contestable utility works to time, quality and budgetary requirements
• Accountable for integrating and leading the team of functional project managers to deliver the allocated non contestable utility scope
• Accountable for managing effective coordination across HS2 teams (e.g. Land & Property) to delivery non contestable utility projects
• Accountable for negotiation, reporting and contract process with utility companies, local authorities and other relevant project partners
• Accountable for developing a detailed plan for all allocated non contestable utility scope and ensuring full integration with the IPT schedule and design to maintain HS2 critical path
• Accountable for proactively managing risks related to non contestable utility projects and supporting any mitigations derived by the integrated project team
• Accountable for the provision of routine progress reports, inputs to standard reporting mechanisms, trend analysis on cost, schedule and risk for allocated non contestable utility projects
• Accountable for Phase 1 - 180 Non Contestable projects
• To be responsible for the coordination and integration of 1000+ contestable diversionary and protection projects, in conjunction with the Statutory Undertakers and HS2 supply chain
• To be responsible for implementing the agreed strategy through a team of 25 Utility Delivery SPMs, PMs and APMs and matrixed functions accountable for a Non-contestable utility programme and Contestable direction and support, managed through 3 EWCs, 4 MWCC IPTs, 4 Station Contracts, Phase 2 Delivery Partners and MWCCs, and Rail Systems Contracts.
• Responsible for applying expert domain knowledge (HS2 Act, New Roads Street Works Act, HAUC, PPAs and Utility Regulation) to ensure consistent contracting and project delivery processes across the entire HS2 supply chain in working with 20 major Statutory Undertakers and numerous smaller Statutory Bodies.
• Responsible for the effective integration of the Utilities Delivery team into the Statutory undertakers and their supply chain, and HS2 delivery IPTs, to capture lesson learnt, apply best practice for the delivery of Non-contestable and contestable utility works in line with HS2's core values.

About You Skills
• Portfolio and programme management - Able to direct, plan and integrate multiple projects to achieve agreed target costs and project benefits.
• Complex problem solving - Able to identify complex problems and review related information to develop and evaluate options and implement solutions. This includes the management and planning of multiple workstreams and the competing demands of stakeholders, who operate under complex regulatory regimes.
• Clear Direction - Defining and prioritising objectives, analysing inputs, assessing data, defining strategies, and supporting rationales.
• Decision Quality - Ability to gather and synthesise information, identify options and analytical approaches to provide relevant information to suppliers, stakeholders and decision makers using key facts and data.
• Innovation - Able to deliver innovative options to enable credible contingency plans required to hold critical path mitigations.
• Building Relationships - Ability to establish and maintain effective senior level relationships with internal and external stakeholders and suppliers to resolve emergent risk situations
• Influencing & Negotiating Skills - including internal functions and external supply chain partners who operate under competing regulatory regimes.
Knowledge
• Understanding the new road street works act, HAUC, HS2 act, assurance & PPAs, utility regulations to infirm project management of various design, construction and connection works with statutory undertakers.
• Management of complex interfaces with multiple partied, preferably with the context of a major infrastructure project
• Understanding of project management techniques including risk, contingency, cost, scheduled scope management
• Experience of leveraging project controls functionality to provide appropriate project reporting and to forecast cost and programme issues
• Understanding of commercial contracting platforms to guide contract negotiations for the various design, construction, and connection agreements with Statutory Undertakers and other related third parties
• Knowledge of how non-contestable utilities delivery impacts supply chain partners at both the front and rear end of the HS2 programme.
• Knowledge of the detailed land requirements required to enable diversionary projects.
• Understanding of portfolio and programme management including risk and contingency management, schedule, cost and work breakdown structures.
• CDM (2015) in relation to Client, Client Elect and Principal Designer roles.
Type of Experience
• Experience of leading the delivery of multiple utility projects, with statutory undertakings, in the context of a major infrastructure project to time, cost and quality requirements
• Experience of working in a cross-functional integrated project team
• Degree level qualification in the project management, commercial management, civil engineering or the equivalent experience
• Experience of leading, managing and developing a team
