Detailed job description and main responsibilities
Responsibilities include:
- Liaising with Line manager to schedule projects.
- Liaising with operational teams and back-office functions.
- Ensuring project budgets are managed effectively.
- Monitoring project and managing risks and issues effectively on a daily basis.
- Dealing with business sensitive information on a regular basis to shape the direction and delivery of projects.
- Interpreting complex data to support decision-making, and the design and development of major information systems across departments and specialties.
- Effective project change management.

- Planning and implementing Go Live and Post Go Live activities.
- To gather requirements from users and produce specifications documents.
- To work with Trust stakeholders to forecast, monitor and realise benefits during project implementation phase and post Go Live.
- Scoping, planning and implementation of specialist projects which impact across clinical and non- clinical areas.
- Set up projects, identify suitable project team members.
- To build, motivate and inspire a sense of ownership for projects in project team. To establish and maintain strong staff commitment within the project.
- To proactively monitor and report project progress. To manage several projects to successful implementation in parallel with each other.
- To fully understand key drivers for change in the organisation and manage change effectively using best practice methods.
- To ensure governance for all IT projects are established and led.
- To identify, monitor, escalate and mitigate risks of projects.
- To identify, monitor, escalate and resolve issues with corrective action.
- To matrix manage project resources and influence or negotiate stakeholders where appropriate.
- To ensure that all projects and documentation are undertaken to approved departmental standards - PRINCE2 methodology.
- Participate in the strategic development and planning of IT projects.
- Liaise with local primary care trusts/ suppliers and other external organizations.
- Manage multiple projects or project work streams simultaneously. To adapt to different projects within the programme in a changing environment.
- Provide regular reports to Line manager and other authorised governing bodies.
- To work closely with Finance Manager and monitor progress / forecast project costs. Prepare project budget costs for submission to Board for approval.
- Oversee installation of new equipment on projects.
- Ensure that users of any specialised equipment have the necessary training in the correct use.
- To plan and implement project transition to business as usual, project closure and post project reviews.
- Work autonomously in line with short to medium term strategic goals and objectives.
- Responsible for the design and development of policy for the management of projects within the programme/portfolio.
- Development of policies that affects the entire trust and directorates.
KEY SKILLS / PERSONAL QUALITIES:
- Personal presence and positive representative for the trust/department.
- Ability to give clear, effective and customer sensitive advice. Ability to communicate IT issues to non-IT staff.
- Enthusiasm for working collaboratively with other departments and organisations.
- A willingness to maintain and acquire new skills in the area of project management.
- Ability to develop effective working relationships with peers and management across the organisation.

Qualifications
Essential criteria
- Educated to Master's Degree level or has equitable work based experience
- Prince II Practitioner and/or Managing Successful Programs (MSP) or has equitable work based experience
- ECDL or equivalent skills in operating Microsoft office applications or has equitable work based experience
