In line with the Government's Shared Services Strategy, the Matrix Programme is intending to deliver modern, cost-effective and scalable shared business services to nine departments (the Policy Cluster), with UKSBS as the provider, flexibly meeting changing Government requirements, and driving innovation to optimise efficiencies and enhance user experience. The Programme will also implement a new modern SaaS ERP platform, from which UKSBS can deliver these services, driving harmonisation and significant business change across the Departments. This is a large, complex multi-year programme and as part of this programme we are now seeking a Senior Project Manager who will lead and manage complex and potentially politically sensitive projects in support of UKSBS' strategic vision and the needs of our client bodies, promoting high quality results and user confidence.

Key responsibilities will include, but are not limited to the following:

  • Leading complex and/or politically sensitive projects from inception to delivery into live service
  • Developing and/or validating the project business case, and establishing the methods and metrics for benefits realisation
  • Establishing and managing projects using relevant and appropriate professional project management disciplines
  • Being flexible when using Agile and Waterfall approaches, as appropriate to the project
  • Monitoring, controlling and managing allocated resources including budget and infrastructure
  • Leading the project team(s) to deliver high quality outputs according to the defined plan(s) to meet stakeholder expectations
  • Working with senior stakeholders from clients and delivery partners to define and manage expectations and facilitate issue resolution
  • Providing direct line management support to a small number of project managers and junior project managers
  • Interfacing with the Head of Portfolio to ensure there is alignment between projects and the overarching business roadmap and linking projects within the portfolio
  • Ensuring that benefits and risks are tracked across the roadmap and transferred to the business at project close
  • Providing regular reports and statistics as necessary for strategic governance and planning

To do this role well you will need:

  • Knowledge of and experience of using Project Management frameworks, disciplines, and policies (e.g. Agile, PRINCE2 or PRINCE2 Agile)
  • Experience of Scrum Master roles, or similar, would be advantageous but not essential
  • ERP or IT systems delivery experience would be advantageous but not essential
  • A strong track record of Project Management gained within a Shared Service or similar environment, preferably within Change Management or Transformation
  • Broad range of technical, business and commercial knowledge
  • Good understanding of risk management, including methods and techniques for the assessment and management of risk
  • Strong commercial acumen with a keen focus on financial management, value for money and procurement process
  • In-depth knowledge of people change management implications, techniques and practices
  • Excellent stakeholder engagement and relationship management skills
  • Ability to define and manage relevant and fit for purpose governance controls
  • Proven experience of leading complex business change initiatives
  • Ability to exhibit a wider understanding of organisational systems and their evolutionary paths
  • Understanding of transition management
  • Excellent people management experience

To be considered, you will need to successfully obtain BPSS before commencing the role, obtaining clearance usually takes 5-10 working days.

Working pattern

You can work with us on a full time or part time basis with flexible start and finish times to meet our business needs, the core working hours are 08:00-17:00 Monday to Friday.

In return for your skills and experience, we offer flexible and hybrid working arrangements. Eligibility and the degree of home working will vary depending on the requirements of the role, further details will be discussed if an offer is made.
