As Senior Project Engineer - Temporary Works you'll execute legal and contractual technical duties as the HS2 Temporary Works competent authority to ensure and assure that the Clients obligations under BS5975 Code of practice for temporary works procedures, PAS 8811 Temporary works - Major infrastructure client procedures and The Principal Designer Construction Design and Management (CDM) Regulations 2015 are properly discharged.

The role is to control risk and ensure implementation of HS2 and third-party requirements for the technical assurance and technical approval of the design, checking, approval, provision, installation, loading and unloading, maintenance and removal of temporary works by the Principal Contractor. To ensure that temporary works requirements and temporary conditions of the permanent works and third-party assets are identified and controlled during all stages of the project from design development and detailed design through to planning and delivery.

About the role:

  • To discharge the duties of Principal Designer (CDM Regulations 2015) Representative for Temporary Works as directed by HS2 Head of Temporary Works (TW) and IPT Heads of Engineering & Environment.
  • Manage and communicate HS2 Temporary Works requirements to the IPT/Principal Contractors
  • To assure that the design and construction of Principal Contractor (PC) temporary works comply with the technical and sponsor requirements and applicable TW standards, specifications and procedures by undertaking risk based engineering reviews, checking and submission of assurance evidence for state gate reviews. This to take place across a multitude of complex assets, taking account of the multiple stakeholder requirements and temporary works staging.
  • Update the temporary works register and implement the relevant controls from the procedure accordingly.
  • Conduct assurance and technical approval meetings with the PC's Temporary Works Coordinators (TWC), including being the HS2 Technical Approval Authority and third-party specialists and stakeholders as necessary, and provide timely assurance and technical approval of construction operations that rely upon highly complex temporary works schemes.
  • Establish and manage processes for the classification of design complexity risk and categorisation of level of independence of design checks. Audit competency checks of the PC's permanent works designers and temporary works designers and design checkers.
  • To represent the Head of Temporary Works and Heads of Engineering & Environment with internal and external reporting and risk identification and mitigation of Temporary Works matters.
  • Provide professional engineering guidance on temporary works design solutions for the asset, promoting use of best practice and innovative engineering techniques, technologies and processes, driving consistency and identifying opportunities for efficiencies within Client Services and IPTs.
  • To assure the technical co-ordination and integration of the supply chain contracts with other neighbouring contracts, station contracts, railway systems contracts and third parties and make sure that the approval interfaces with other engineering and operational disciplines are robustly defined.
  • Approve and monitor temporary works schemes at contract interfaces.
  • Work alongside Project Clients to determine the impact of temporary works progress and change with respect to cost and schedule.
  • To support the Head of Temporary Works in the provision of training on temporary works within HS2 project teams.
  • Provide temporary works incident and industry wide lessons learnt and dissemination of technical support to Phase 2.
  • Actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures in EDI.

About You:

  • Ability to apply engineering principles to solve engineering issues and exercise independent engineering judgment when necessary.
  • Effective communication skills, both oral and written, to communicate information effectively internally and externally and over all hierarchy levels to sponsors, stakeholders, PCs, project managers and technical staff.
  • Analytical skills with the ability to critically evaluate information gathered from multiple sources with good attention to detail.
  • Knowledge of Codes of Practice BS5975, PAS 8811, PAS 8812, CDM Regulations 2015, CIRIA C760 and other relevant temporary works standards, codes of practice and industry best practice guides produced by bodies such as Temporary Works forum (TWf).
  • Knowledge of safety assurance engineering procedures and approval standards of third parties such as Network Rail, London Underground and Highways England.
  • Significant engineering experience in temporary works acting for a Contractor as Temporary Works Coordinator or a similar Client based temporary works role within Rail projects.
