Are you passionate about driving transformation in healthcare? We are seeking a dynamic Senior Programme Manager to lead the Outpatients Improvement and Transformation Programme at Imperial College Healthcare Trust.

This role is pivotal in shaping the future of outpatient services, bringing together partners, and ensuring the successful development and delivery of transformative projects across the Trust.

You will define and deliver a comprehensive programme of work, ensuring robust engagement and governance. Systems for monitoring and reporting key milestones will be established, with updates presented to the Programme Board, ICHT Trust Board, and other forums.

Building strong relationships with key stakeholders, including Executive Directors, Divisional management teams, and Programme boards, will be essential. Internally, you will work with Clinical and Operational leads all the way up to NHS England and other local Trusts.

Communicating the vision for the programme, developing strategies and policies, and managing a communications strategy to keep stakeholders informed will be key. You will engage and build relationships with strategic policy makers, stakeholders, and community organisations.

Main duties of the job

Your duties will include:
1. Develop and deliver the Outpatients Improvement and Transformation Programme, ensuring engagement and governance across the Trust.
2. Establish and monitor key milestones, reporting progress to the Programme Board, Trust Board, and other forums.
3. Build strong relationships with Executive Directors, Divisional management teams, and external partners including NWL ICS and NHS England.
4. Manage the programme budget, appoint and oversee external expertise, and ensure the team has the necessary skills to deliver the programme.
5. Communicate the programme's vision, develop strategic policies, and maintain a comprehensive communications strategy to keep all stakeholders informed.
6. Promote research and development initiatives, support policy development, and ensure services provide equal access and care for all residents.

Person specification

EDUCATION

Essential criteria

  • First degree or equivalent in a healthcare related profession
  • Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent
  • Evidence of post qualifying and continuing professional development

Desirable criteria

  • Programme management qualification to practitioner level e.g. PRINCE 2 / MSP
  • Member of relevant professional body

Experience

Essential criteria

  • Extensive knowledge & experience of working in a complex public sector organisation at senior management level
  • Track record of leading complex organisational change
  • Extensive knowledge & experience of managing capital projects
  • Management of significant budgets

Desirable criteria

  • Senior manager level experience in public sector
  • A good understanding of performance management methodology and processes
  • Working within an NHS teaching hospital in a managerial role

Skills

Essential criteria

  • Leadership skills and ability to influence across internal and external boundaries to achieve results
  • Highly developed verbal and written communication skills
  • Provide and receive highly complex, sensitive and contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups.
  • Persuade board and senior managers of the respective merits of different options
