Main duties of the job
This is an exciting opportunity for a dynamic Senior Programme Manager to join our team, the post holder will have a key role in influencing and supporting managers and clinical staff across the Trust to lead the delivery of programmes & projects focused on improvement and service delivery. The Senior Programme Manager is responsible for the overall development, management and delivery of multiple GEH Improvement and Recovery Programmes.
The post holder will work to support the Co-ordination Cell Leadership Team and will work closely with partner organisations. The SPM will have highly developed project and programme management skills, strong knowledge and practical applications of transformation methodologies as well as extensive experience working at a senior level.
- To plan and organise activities to support the strategic direction of their portfolio of programmes, and projects within the GEH improvement programmes to improve services for our population, ensuring service improvements are achievable and sustainable with benefits realisation plans to support the projects.
- To lead the development of strategic programmes and lead programme and project planning for improvement initiatives, clearly outlining milestones, risks and outcome measures, and ensuring programmes are aligned and coordinated to maximise delivery benefit across multiple improvement programmes.
- To develop and manage clear benefits realisation plans to support the programmes.

Detailed job description and main responsibilities
You will provide continuity in leadership to support the management of change working with clinicians and other relevant professionals across health social care and community and third sector as appropriate to the project. Responsible for building engagement with partner members of the programme and project teams, and ensuring appropriate stakeholder management within the change programmes.
This will involve the production of plans and documentation through the project lifecycle, ensuring all identified objectives are met, risks are managed and benefits are released from the implementation of new clinical models/pathways and ways of working.
Your work will directly support different areas of improving clinical services and developing the Trust's business. Your work will involve a huge diversity of projects, from IT to direct patient care initiatives, working with multi-disciplinary teams from a range of backgrounds.
You will be part of a team and organisation with a continuous improvement and learning culture. You will get a great grounding in the range of projects within the hospital and as well as linking in with wider partners, stakeholders and patients & public.
Post holders will be required to work within matrix delivery project teams made up of project staff employed by a range of place partners, deployed to work under the direction of the Co-ordination Cell hosted by GEH. The Co-ordination cell has responsibility for the coordination and delivery assurance of Place Transformation and Service Improvement alongside the delivery of the GEH Recovery and Restoration Programme and Directorate Service Development Plans.
There will be opportunities to develop and apply your project organisational and project support skills to deliver improvement and build your knowledge of improvement methodologies.
Core working hours will be 9am - 5pm. However, there may be a need to work flexibly from time to time to meet the needs of the service

Qualification and Professional Training
Essential criteria
- Master degree level qualification in Management or Health/Social related subject or equivalent knowledge
- Knowledge of and be able to evidence implementation of Improvement methodologies/techniques such as PRINCE 2, MSP, Quality Improvement, LEAN, Six Sigma, PDSA
Desirable criteria
- MSP Practitioner/ Prince 2 Practitioner or equivalent experience
- Formal project management qualification

- Substantial NHS (or equivalent) experience of facilitating and managing transformation al change within and across healthcare organisations, effectively working in teams at both project management and programme management levels.
- Proven ability to analyse highly complex problems and to develop and successfully implement practical and workable solutions to address them;
- Ability to think and plan strategically, tactically and creatively, and to prioritise work programs in the face of competing demands
- Ability to collaborate constructively with internal and external partners to create the conditions for successful partnership working.
- Demonstrable experience in managing multi- project programmes and managing highly complex environments with multiple outcomes and partners
- Experience of managing a significant and varied project environment at a senior level
- Demonstrable success in leading and delivering change and performance with and through management and clinical teams, by engaging them in the strategic direction and delivery plans, establishing clear work priorities with them, delegating effectively, ensuring a capability to deliver, monitoring performance and giving feedback.
