Job overview
The role is responsible for leading the system-wide programme for learning disability and autism, including the commissioning and development of new services. Core to this is the delivery of NHS national targets and priorities and tackling health inequalities. The post holder will be required to work autonomously and effectively, in a fast-paced environment to ensure the appropriate focus and development, securing delivery of agreed elements of the Programme.

- Take lead responsibility for the commissioning and transformation of all age Learning Disability and Autism services across Herefordshire & Worcestershire ICS, developing and implementing a programme of work with the clinical leads that achieves local and national objectives.
- Accountable to NHS England Midlands and East Region in relation to planning, monitoring and assurance of services across health and social care, working with the ICBs performance team to provide assurance updates for NHSE for issues relating to Learning Disability and Autism services.
- Directing the functions relating to commissioning and procurement of Learning Disability and Autism services and contract performance management in accordance with the core principles, values and key objectives of Herefordshire & Worcestershire ICB.
- Create an environment where innovation in commissioning and service delivery can flourish.
- Develop and promote effective working relationships across the two counties, ensuring the commissioning issues and intentions are delivered collaboratively, optimising the benefits of working at ICS-level where indicated.
- Ensure that co-production with people with lived experience is at the heart of all service developments
- Provide senior leadership and direction on strategic and operational planning for Learning Disability and Autism within the ICB working with external partners as required.
- Proactively work with colleagues in health, social care and third sector partner organisations to develop and implement strategic developments and opportunities to support the ICS Long-Term Plan ambitions for Herefordshire and Worcestershire.
- Manage risk to service users, the Councils, ICB and other stakeholders, in relation to failure of services, poor quality delivery, political reputation and safeguarding adults.
Support and engage with all providers of Learning Disability and Autism services in Herefordshire & Worcestershire, including independent sector providers and organisations in the voluntary and community sector to shape an innovative and creative response to commissioned services and to monitor, report on and direct continuous improvement to achieve cost effective services.
