The Global Climate Finance Tracking & Integrity program (or Tracking and Integrity) drives informed climate finance action by creating a robust evidence base at global, regional, national, and sectoral levels. As part of our Tracking efforts, CPI produces the biennial Global Landscape of Climate Finance, the most comprehensive dataset and analysis of global climate financing available, which is used extensively in the Intergovernmental Panel on Climate Change (IPCC) Assessment Reports. Additionally, CPI has created the Net Zero Finance Tracker, a tool that captures, standardizes, and assesses action across multiple data sources to provide a comprehensive picture of how finance institutions are progressing on Paris Agreement goals and delivering net zero impact on the grounds.

Our unique analysis covers both public and private finance data, providing access to that data through concise reporting and interactive data visualization. Our research provides a baseline against which to measure progress towards levels of investment and net zero targets consistent with climate goals. In doing so, we partner with public and private institutions, data providers, research organizations and international organizations to identify high impact policy action, effective and efficient climate finance instruments and to elevate best in class research outputs. We also engage in dialogues with key decision makers on data and evidence-based policy discussions and capital allocation strategies.

Position Summary

CPI is recruiting for a Senior Program Associate position offering an exciting opportunity to support CPI's work in Tracking and Integrity program.

Reporting to the Tracking and Integrity Managers, the Senior Program Associate will operate largely autonomously to manage the project management structure of the Tracking and Integrity program. You will gain exposure to a wide array of stakeholders in international climate finance space whilst drawing on the CPI world class technical team focused on driving evidence-based discussions on climate finance and net zero integrity of finance.

You will be responsible for program operations of key projects within the portfolio of CPI's Tracking & Integrity program. You will need to quickly develop a solid understanding of the program mission, workstreams, strategy and governance as well as of CPI's internal project management processes. You will further develop and support the program implementation strategy, monitoring evaluation and learning (MEL) framework, governance, and existing relationships with external stakeholders including clients, funders, research organisations and international organisations. You will possess a calm, diplomatic approach, demonstrating resilience under pressure and a positive outlook to work effectively in a challenging context managing a diverse and dispersed set of stakeholders.

Primary Duties and Responsibilities

The Senior Program manager will be assigned primary duties including, but not limited to those outlined below:

Project Management

  • Coordinate and monitor MEL activities at program level, with a particular focus on results and impacts as well as on lessons learnt and support the overall strategic direction of Tracking & Integrity workstream's key projects in close consultation with project managers and the UK Director. The strategy covers the purpose and goals of Tracking & Integrity and outlines an approach and associated workstreams and key projects.
  • Supports project managers with tools and templates in grant application processes
  • Support project managers in monitoring and reporting, including financial and narrative reporting through both internal project management tools and reporting to clients.
  • Set up a monthly monitoring process of financial spending as well as key performance metrics across the Tracking & Integrity projects in coordination with project managers.
  • Lead discussions with global heads of department on Tracking & Integrity resourcing requirements.
  • Coordinate Tracking & Integrity recruitment and lead on the development of tools/methods to support recruitment processes.
  • Develop and maintain key project processes of Tracking & Integrity to ensure the smooth and efficient delivery of the program. Ensure these approaches are aligned with broader CPI policies.
  • Coordinate with the Managers of Tracking & Integrity on budgetary and resource needs. Lead the ongoing financial forecasting for the program, ensuring timely reporting to key internal stakeholders.
  • Ensure the timely processing and payment of consultant invoices.
  • Provide mentorship and line management of team members as required.

Stakeholder management

  • Engage closely with the key partners and funders of Tracking & Integrity including development finance institutions, philanthropic and bilateral donor organisations.
  • Work with Tracking & Integrity project managers providing ad hoc support and inputs and making sure the targets are on track and on budget and aligned with the strategy and grant contract.
  • Participate in and contribute to other meetings acting on behalf of CPI, including external events.

Qualifications & Experience

  • MA or MSc degree required with professional experience in the fields of international development, economics, finance, climate change, sustainability, or another relevant field.
  • Substantial and progressive professional experience managing high-profile programs for government, business, and/or NGOs; with evidence of increasing budget and resource management is required.
  • Exposure to emerging markets and developing economies context is desirable.
  • Familiarity with international climate finance and/or climate mitigation, adaptation and resilience and /or biodiversity issues would be an advantage.

Competencies

  • Exceptional project management skills. A PMP certification will be hugely beneficial in this role. Otherwise, CPI will also help provide training support to achieve PMP certification.
  • Ability to confidently work autonomously and coordinate the work of others effectively.
  • Strong attention to detail, organization, time management, and prioritization skills, and an ability to work under pressure and to tight deadlines.
  • Independent, analytical mind with ability to conduct research on specific topics.
  • Flexibility, professionalism, enthusiasm for working as part of a team, and an ability to interact with a diverse array of people based in various geographies.
  • Fluency in English required (written, verbal).
  • Deep commitment to the mission and values of CPI.

Title & Compensation

This position is a full-time (40 hours), two-year fixed term position based in our London Office.

CPI has adopted a hybrid working policy with 40% office based and 60% remote working.

CPI offers an excellent and competitive compensation and benefits package, with a salary range of £50,000 - £60,000 per annum depending upon experience.
