Job Title: Senior Planning Enforcement Officer - Planning Obligations

Salary Range: PO2- PO4 £38,133 to £52,632 Depending on Skills and Experience

Full Time, 1 year fixed term appointment with potential for extending

Location: Home working and Office based in Twickenham Civic Centre

Objective of role

Your primary role will be to investigate breaches of S106 legal agreements where planning obligations have not been fulfilled. Your investigations may lead to formal enforcement action, with an expectation that court proceedings, including High Court Injunctions will be sought if necessary. You will assist our legal advisors and where appropriate attend court to give evidence on behalf of the Council.

This role is a highly valued and will be an integral part of the Council's new 'Place Division'. Your work will ensure the Council receives the maximum benefit from development sites and will contribute towards affordable housing, public realm and social infrastructure.

Essential Qualifications, Skills and Experience

Complex Queries- You will be excellent communicator with experience in dealing with, negotiating and resolving complex and controversial planning enforcement investigations within agreed timeframes.

IT Skills - You will be proficient in IT Software's such as Microsoft Office, measuring software and planning database system.

Workload Management- You will have ability to organise own work within agreed timeframes to ensure that key performance indicators, targets and customer service standards are met.

Problem Solving- Proven experience of providing creative solutions to problem solving and demonstrating a "can-do" attitude to improvements in services.

Report writing- You will be able to draft detailed planning reports assessing breaches against relevant planning policies, guidance and legislation.

Qualifications- You will have a planning or related degree and proven experience working in development management, planning-enforcement or a similar field
