Job summary
Sheffield Children's NHS Foundation Trust are building and developing a global first centre which will develop the world's most advanced and integrated healthcare system for children and young people. Plans for the National Centre for Child Health Technology (NCCHT) include workshops and clinical spaces, with focus on developing technologies to address key national strategic priorities in child health including prevention and health inequalities, children's mental health, obesity, long term conditions, children's cancer and children's disability.
The Trust is looking for a Senior Operational Lead for the development of the National Centre for Child Health Technology (NCCHT) who will be both a member of the NCCHT Programme Board and leader of the Clinical Services Workstream. The role requires an impactful leader, with a strong history of operational delivery, who is passionate about patient care.
You will have an important role in the operational delivery of, and clinical services transition to, the National Centre for Child Health Technology. You will be required to work closely with operational, clinical estates, commercial development and research colleagues.

Main duties of the job
- Be responsible for leading and developing the NCCHT clinical services operational planning for the Trust.
- Plan, support, facilitate and monitor the progress of the clinical and operational workstream across all aspects of the development and transition to NCCHT
- Ensure a strong culture of collaboration and operational delivery to maximise benefit for CYP
- Inform, consult and debate with a wide range of clinical disciplines and obtain a consensus on best design and practice.
- Liaise between various representatives on the production of designs for building projects, and new ways of working within the new building
- Support outpatient services in the development of the organisational outpatient matrix review as a result of changing capacity created by NCCHT
- Be responsible for leading and implementing projects to support the successful transition of clinical services into the NCCHT
- Work alongside various colleagues to advise on operational and clinical service requirements in the building, transition and embedding processes for the NCCHT
- Work alongside estates, finance and operational colleagues to develop business cases where required
- Ensure effective organisational arrangements to ensure services are transitioned effectively and key requirements are met with, with the engagement of clinical staff in the decision-making process
- Engage with colleagues on options appraisal and delivery of plans for vacated space as a result of clinical service transition to NCCHT

Operational
To provide a visible and accessible operational presence to Estates Planning. Work closely with Estates lead on co-ordinating the non-construction planning and preparedness of key strategic projects. Act as a Trust representative to communicate information with external agencies e.g. architects, building contractors, planners.
Monitor Trust operational activities and the interface with construction work, assess risks and agree appropriate control measures; ensure effective communication between clinical and operational staff, the design team and contractor to ensure all reasonable steps are taken to minimise the effect of the development works on the provision of healthcare whilst mitigating delay/disruption to the contractors programme.
Establish and manage an effective project team to include user representatives from clinical services. Work closely with clinical and operational teams to plan and implement new ways of working to enhance efficient care delivery within an altered physical environment.
Work alongside operational and clinical colleagues with development of workforce, training and communication plans including where clinical job planning or adjustments to working conditions are required.
Work alongside operational and clinical colleagues where recruitment, selection and induction of new staff is required.
Work with operational and clinical colleagues to transfer or purchase required clinical and non-clinical equipment and ensure required installation as part of project delivery, including working with Capital Investment Team where needed
Project management
Lead and be responsible for one or more projects (up to £30million in value), including refurbishments, redevelopment and new builds, in accordance with the Trusts project management policies, procedures and processes. Alongside bringing substantial management experience and achievement at operational level, within an NHS Provider.
Manage and ensure the successful delivery of the projects involving patient facing services, managing conflicting demands, whilst minimising any potential disruption or disturbance to patients, staff or other visitors.
Ensure that all aspects of the projects are managed on the basis of best practice, promoting sustainability and working towards enhancing patient care and experience. Contribute to the Trusts Green plan, sustainability and commitment to achieving carbon net zero in the context of the operationalisation of new strategic projects.
Develop and support a robust and effective internal project management and communication structure with the clinical and operational teams and an information management and control system that ensures all parties have timely access to all information relevant to their tasks and the project objectives and status.
Develop and manage information communication plans ensuring the right information is received by the right person at the right time, ensure communication plans are followed by the project team.
Organise and manage public and patient consultations on design, environmental and care deliveryissues.
Working with the Communications Team, develop a Communications Plan, setting out what is to be communicated to whom, at what stage, in what format, when and where, updating the plan, as appropriate, throughout the project.
Scheduling and Reporting
Develop, monitor and keep up to date an overall programme / schedule for the project to ensure that the project is delivered to the agreed timescale, taking account of any dependencies and checking for any changes to the critical path.
Establish and implement robust project monitoring and change control systems, ensuring that all proposed changes are logged and decisions recorded.
Develop required regular reporting (including Highlight Report, Exception Report, Risk Log etc) as required by the Programme Manager or Programme Steering Group
Facilitate clinical workstream and progress reporting to Care Group leadership teams as required.
Business Case Development
Work with the Capital Development team and support the Programme Manager and clinical/operational service in developing projects from Strategic Outline Case business case stage to Outline Business Case and Full Business Case stage, including undertaking options appraisals and feasibility studies for preferred options.
Liaise with, guide and support the Trust clinical, infection control and operational teams during the development of the business case to ensure that the strategic context, objectives and options are fully explored and reported and that the report identifies risks and considers management of those risks.
Through close collaboration with and systematic interrogation of the clinical, infection control and operational teams, develop and publish a comprehensive and robust brief that identifies all key project components (including but not exclusive to decant, temporary works, main scheme deliverables) and operational policies and present it to the Project Director for sign off
Develop, manage and co-ordinate the design development from feasibility and outline design to detailed design/specification; manage the design process so that it is completed on time, is appropriate, within budget and that all necessary decisions have been properly taken and fully and clearly expressed in specifications and on drawings; check, appraise and comment upon all information produced to ensure compliance with project objectives.
At key design sign off stages, check design information, produce and publish budget statements, outline cost plans, detailed cost plans, cost checks and cost analysis statements to act as key control documents to ensure that as the design develops the targets are checked and adjustments made in order to demonstrate that the project is managed within budget.
Risk Management
Identify and assess risk throughout the project including drawing up and regularly reviewing and updating risk register with mitigating actions and contingency plans, undertaking risk workshops and escalating project risks as appropriate.
Other Duties
Deputise for Programme manager as required.
Undertake other duties as agreed with line manager, to include development and enhancement of the clinical service resulting in an improved clinical service and patient experience.
