About the Governance & Stability Practice
ASI's Governance and Stability Practice is responsible for supporting the design and delivery of our work focused on strengthening governance and enhancing stability around the world. The governance part of the practice is responsible for most of ASI's work on public financial management and revenue reform, centre of government reform, local government reform, anti-corruption and illicit financial flows, and civil society development and education. Separately, the conflict, security and stability team focuses on security sector reform, stabilisation and conflict prevention, countering violent extremism and mis- and dis-information.
In the last 18 months, the Governance and Stability practice has grown significantly, cementing ASI's position as one of the leading providers of impactful programming to the FCDO. We also work extensively for the EU, DFAT and USAID as well as a range of bilateral and multi-lateral donors. Our work takes place in a range of fragile and conflict affected states as well as more and economically advanced countries. Current and recent countries of operations include Pakistan, Panama, Latvia, Cyprus, Estonia, Iraq, Syria, Palestine, Somalia, Nigeria, DRC, Mali and the Solomon Islands.
About ASI's PFM team
ASI's PFM team is growing on the back off some important programme wins over the past year. We now manage the FCDO's flagship global PFM programme, the Public Finance Resource Facility, which began in January 2024 with an overall programme budget that could exceed £90 million over a delivery period of up to a decade. ASI is currently delivering PFM and revenue reform technical assistance in countries such as Somalia, Sierra Leone, Ghana, Zambia, Palestine, Iraq, Pakistan and Nauru.
Our aspiration is to establish ourselves as the market leader for delivery of high-quality PFM and revenue reform technical assistance programmes in low- and middle-income countries.
About the role
We are looking for an organised and motivated Senior Manager to join our growing PFM team. The successful candidate will split their time between programme delivery and business development. They would be expected to play a leading role in winning and then delivering new work in order to further grow and diversify our portfolio of PFM and revenue reform projects.
Key tasks and responsibilities will include but not be limited to:
- Taking a lead in winning new work in the PFM and revenue reform space, overseeing pursuits and bids and writing high quality technical proposals
- Overseeing the start-up and implementation of new projects as a project director or senior project manager
- Managing more junior managers to deliver projects and win new work
- Supporting efforts to leverage our strong portfolio of FCDO-funded PFM and revenue reform programmes to break into or grow our presence in other markets (e.g. with the EU, DFAT and USAID)
- Maintaining strong networks and understanding of the sector, clients, experts and partners
- Supporting effort to build our reputation as thought leaders in the PFM and revenue space by writing blog posts and articles and by organising and leading learning events
About you
The right candidate will be highly driven, have an interest in complex political problems, a desire to helping build and lead a portfolio of exciting PFM projects across different geographies and client teams, and the ability to maintain good relationships, manage people and spot opportunities. The role will report to our Head of PFM. Due to our growing portfolio of work, the role likely offers opportunities for quick progression.
We expect that the successful candidate with have the following skills and experience:
- Minimum of 7 years professional experience, with at least 3 years in this sector
- A strong understanding of PFM and/or revenue reform
- Business development (and specifically technical proposal writing) experience - ideally with a track record of conducting business development activity in the international development consulting sector
- Strong written and verbal communication skills
- Strong project management skills
- Experience working with the FCDO, EU and/or USAID
