2 Years FTC (24 Months)

Councils across England are embarking on a landmark Local Government Reorganisation (LGR) that will reshape how services are delivered for millions of residents. Nottingham and Nottinghamshire are now preparing for one of the most significant changes in their history and we're looking for an exceptional communications and marketing professional to help lead the way.

The Opportunity

This is a defining moment for local government. Nottingham City Council, working alongside district, borough and county councils, is helping to design a more responsive, sustainable and effective future for the region. Our shared ambition is built on collaboration, collective leadership and a commitment to services that deliver real benefits for communities.

As the Senior Lead - Campaigns, you will play a pivotal role in shaping how this transformation is communicated to our staff, partners and residents. You will lead internal and external communications for the LGR programme, translating complexity into clarity, building trust, and ensuring our audiences feel informed, engaged and confident about the future.

We're looking for someone who brings both strategic clarity and hands-on delivery, a communicator who understands the power of compelling storytelling in times of change.

If you are creative, confident, politically astute, and passionate about delivering meaningful, high-impact communications during major transformation, we want to hear from you.

What You'll Do:

  • LGR Campaign Leadership
    • Lead the strategic development and delivery of communication and marketing activity related to LGR
    • Ensure messaging is aligned across all councils and partner organisations
    • Provide expert, politically aware communications advice to senior leaders
  • Campaign Planning & Delivery
    • Develop and deliver insight-driven campaign action plans across multiple priority areas
    • Produce compelling, multi-channel content (digital, offline, social, video, audio)
    • Shape customer journeys for behaviour-change and service-take-up campaigns
  • Partnership, Influence & Collaboration
    • Work closely with internal teams, regional partners, and agencies
    • Represent the council at external meetings and support joint regional communication efforts
    • Coordinate campaign activity through editorial planning and forward-planning mechanisms
  • Digital, Media & Channel Management
    • Deliver effective SEO, PPC, paid social and digital PR activity
    • Lead a mix of organic and paid digital advertising to reach diverse audiences
    • Write and issue press releases via the Media Team and support live/on-site reporting
  • Insight, Evaluation & Continuous Improvement
    • Use data, insight and customer research to shape campaign approaches
    • Monitor campaign performance, evaluate impact and report ROI to stakeholders
    • Ensure all activity is accessible, inclusive and reflective of Nottingham's diverse communities
  • Quality, Compliance & Professional Standards
    • Uphold the council's brand, tone of voice and statutory responsibilities
    • Ensure compliance with the Code of Recommended Practice on Local Government Publicity
    • Manage budgets effectively and secure value for money in all campaign activity

About You:

You will be a confident, experienced communications professional who can demonstrate:

  • Proven experience leading campaigns and delivering measurable impact
  • Excellent copywriting, storytelling and content creation skills
  • Strong digital marketing knowledge (social, SEO, PPC, PR, influencer activity, eCRM)
  • Ability to work in complex political environments with diplomacy and judgement
  • Experience using insight and analytics to shape campaigns and evaluate outcomes
  • Ability to manage projects, partners and agencies in a fast-moving environment
  • Strong stakeholder engagement skills with the confidence to advise senior leaders
  • Commitment to Equality, Diversity & Inclusion and creating accessible communication

Relevant qualifications (CIM, NCTJ, Marketing/Comms Degree or equivalent experience) are welcome.

Why Join Us?
