Role Overview

Ipsos Health Evaluation and Advisory team works with public institutions to provide robust evidence on the effectiveness of public policies and programmes, and offer recommendations to help set policy priorities and strengthen delivery. We are a multi-disciplinary team of evaluation specialists and work across all areas of health and social care. We draw on staff from the Policy and Evaluation Unit and the Health and Social Care research team to deepen our technical expertise and policy domain knowledge.

This vacancy is for a Senior Evaluation Consultant with expertise in evaluation methods and design to work within the Health and Social Care team. We are particularly interested in people with economic and quantitative analysis skills).

Our hugely impactful research and evaluation portfolio means we are influencing policy, from the evaluation of programmes such as cancer diagnostic interventions and interventions to support vulnerable groups, to deliberation with the public around complex trade-offs, major patient experience surveys, the measurement of public perceptions, and a host of mixed methods studies around topics such as health inequalities, technology in the adult social care sector, use of health services and so on.

What will I be doing?

As a Senior Evaluation Consultant, you will have the opportunity to work across our projects and business development activities, delivering our existing programme of work, and developing new areas. The successful applicant will help to grow this business through:

  • Managing evaluation projects through the full project cycle, from evaluation design, to data collection and analysis, through to developing conclusions and recommendations;
  • Developing day-to-day client relationships while ensuring projects are delivered to budget and timescale;
  • Delivering insightful findings, based on robust research and analysis, drafted in clear and engaging reports and presentations;
  • Contributing intellectual and methodological leadership to projects - setting the direction of studies (in partnership with project directors);
  • Close working with research teams to execute evaluation studies and provide consultancy inputs;
  • Drafting accessible and concise reporting outputs of evaluation findings;
  • Presentation of results to clients and stakeholders;
  • Developing research tools and analytical plans;
  • Contributing to evaluation proposals as part of a wider team;
  • Developing specialist expertise in a policy or methodological area;
  • Line management of junior staff within the team.

Ipsos UK offers a hybrid working environment, 3 days in the office and working the rest from home. We have offices in London, Manchester and Edinburgh. Whilst the hub is London, we welcome applications from candidates closer to one of our other offices and wider UK.

What do I need to bring with me?

This role will suit candidates who enjoy working closely with clients, often delivering at a fast pace. We welcome interest from evaluators and/or researchers.
We are looking for someone with:

  • Expertise in evaluation methods and design - we're particularly interested in people with economic and quantitative analysis skills;
  • Proven experience in the health and social care sector gained through consultancy, research or public sector roles;
  • A strong intellectual curiosity, technical abilities and interest in policy and healthcare.
  • Knowledge of health care policy and practice in the UK;
  • Proven ability and a desire to manage evaluation projects to timescale and budgets with little supervision;
  • Time management skills and ability to work across multiple projects, prioritising tasks efficiently;
  • Well-developed analytical skills, including a strong understanding of Excel and other solution platforms;
  • Interest in developing junior members of the team to fulfil their potential;
  • Desirable: experience of working with NHS data, and conducting quantitative and economic evaluations in the healthcare market.

The Public Affairs Service Line is the world leader in Social and Opinion Research. We work with clients on political and public opinion polling, citizen and stakeholder management, social policy improvement, sustainable development strategy and identifying societal trends and perceptions across several sectors. We assess how government and public affairs policies as well as societal trends and views impact our client's brand/products/markets.
