Job overview

  • The post holder will have technical, managerial and supervisory control over subordinate staff and specialist contractors.
  • Working within the relative specialties of building, electrical, and mechanical engineering. Ensure that planned preventative and reactive maintenance work; undertaken by in-house maintenance staff and specialist contractors, is provided within pre-designated time spans at a competitive cost, providing technical input as required, to ensure compliance with all statutory regulations and legislation.
  • To minimise disruption to the running of hospital departments.
  • To manage and arrange shutdowns, connections and adaptations to specialised hospital services which facilitate progress on major capital and minor schemes . Carrying out estimates for works within defined budgets. Acting as authorised person for specialist services when appropriate.
  • Responsible for ensuring that departments receive technical support with regard to the following specialties; Decontamination equipment (sterilisers / washer disinfectors), medical gases, ventilation systems, steam systems, building construction, water systems including drainage, natural gas systems, boiler plant, electrical systems (HV and LV), energy monitoring & reporting, fire alarms, mechanical engineering systems, legionella, building management systems, emergency standby generators, lifts, general and special waste, etc.

Main duties of the job

  • Ensures planned and reactive maintenance work is completed within designated time spans and meets current legislative requirements; .
  • Planning and implementing planned preventative maintenance programmes for all areas of the hospital including patient sensitive areas such as operating theatres, aseptic suites, ITU, HDU & CCU etc. This work also includes the revalidation plant performance against initial design figures.
  • Instigation and development of a strategic H&S plan for the control of contractors. This is in conjunction with external H&S Professional i.e. HSE.
  • Producing reports for backlog maintenance, site infrastructure upgrades to take into account long term growth and progressive plant degradation from which recommendations are formulated.
  • Presenting complex contingency plans to all levels of the Trust prior to the commencement of major changes to service infrastructures or in the event of service failure.
  • Communication to and from command centre during implementation of Trust major incident plans.
  • Day to day management of operational staff, in regard to allocation of work and technical support. Applying Liverpool Hospitals NHS FT Human Resources policies regarding Managing Absenteeism, Disciplinary, and Grievance etc. Monitoring absence rates to meet the trusts annual target for sickness absence rate.

Person specification

Qualifications

Essential criteria

  • degree in electrical mechanical or building related subject of HNC with relevant experience with appropriate extensive experience of man management contract administration or project

Desirable criteria

  • recognised professional qualification
  • asbestos awareness
  • legionella / water systems
  • a qualification in building services would be an advantage

Experience

Essential criteria

  • qualification or an equivalent level of knowledge in a minimum of 3 authorised responsible or test person roles associated with HTMs
  • management of directly employed staff
  • management of external contracts
  • manual handling

Desirable criteria

  • Operational experience within acute Trust
  • previous experience in a large acute trust
  • undertaken role of authorised person or one or more disciplines
  • experience working in an NHS environment and the management of PPMS

Knowledge

Essential criteria

  • detailed knowledge of statutory legislation
  • able to manage and resolve conflict within the area of responsibility
  • able to share expertise with others

Desirable criteria

  • management of multisite operations
  • evidence of developed leadership skills
  • autocard certification and willingness to attend various training

Skills

Essential criteria

  • ability to apply good problem solving skills
  • enthusiastic and motivated with the with the ability to motivate the team
  • computer literate with good keyboard skills
