As Senior Environment Specialist - Rail Systems you'll manage and implement the environmental requirements of HS2 across Rail Systems (RS) to ensure the long-term sustainability of the HS2 project and to manage its impact on the environment, including adherence to regulatory requirements. The role provides support to the Head of Environment Rail Systems in the reporting of contractor's environmental performance and the development and implementation of HS2's risk-based assurance.

About the role:

  • Provide leadership on Environment and Sustainability to the Rail Systems Client Organisation and the Alliance, directing and coordinating the provision of technical advice and approaches to assure compliance of works undertaken.
  • The role will be responsible for ensuring HS2 Ltd discharges its Nominated Undertaker responsibilities and complying with the EMRs and General Principles and U&As across the Rail Systems Contracts
  • The role will be responsible for development and delivery of a risk-based assurance model for of the HS2 Rail Systems contracts, evidencing compliance with HS2s Environmental and Sustainability requirements, the law and consents, licences or permissions required.
  • Work closely with the MWCC IPT Heads of Engineering and Environment to manage the technical interface between the Main Works Civils and Rail Systems contracts. This will include managing and agreeing technical capability is released in controlled manner from IPTs to support the delivery of technical assurance of Rail Systems works.
  • Encourage use of best practice and drive consistency in the application of HS2 environment processes, policies, standards, and requirements across Rail Systems Contracts
  • Assist with the provision of functional responses to requests made under the Rail Systems Contracts (e.g. Departures, RFI, Early Warnings)
  • The role will support the Rail Systems interface with key environmental statutory and key environmental stakeholders.
  • Support Technical Directorate in defining technical environmental requirements for works delivered by HS2's contract partners.
  • Support the business reporting cycle ensure environmental risks, performance and issues are communicated within Rail Systems.
  • Monitor and report environment & sustainability assessment and assurance outcomes within Rail Systems and provide regular status reports to the Head of Environment Rail Systems and the other stakeholders.
  • Support responses to environmentally themed enquiries from the public and other stakeholders under Freedom of Information Act and Environmental Information Regulations, on behalf of Rail Systems. This includes Ministerial queries, Parliamentary questions, and media enquiries.
  • Support the identification and management of Rail Systems environmental risks (threats and opportunities).
  • Assist with the inclusion of technical environmental requirements into relevant procurement activities and provide review and assurance of the procurement activities.
  • Champion the environmental aspects of the Rail Systems programme and build and maintain strong relationships with stakeholders, relevant Government Departments, the public and other interested parties to gain their buy-in and input required to achieve environmental requirements.

  • Complex problem solving - identifying complex problems and reviewing related information to develop and evaluate options and implement solutions. This includes the management and planning of multiple workstreams and the competing demands of stakeholders.
  • Decision Quality - Gathering and synthesising information, identifying options and applying sound judgement based on logic and reason, making use of a variety of analytical approaches to provide relevant information to suppliers, stakeholders and decision makers using key facts and data.
  • Technical Leadership - Can confidently communicate most discipline-specific technical ideas to stakeholders and colleagues, based on examples of application.
  • Technical Leadership - Applies principles and methods that ensure effective information management, modelling and data security; understands the approaches and consequences to data creation, transformation and visualisation and knowing when to seek guidance from Subject Matter Experts.
  • Technical Leadership - Specialist technical support and leadership on discipline specific analysis, problem solving and design techniques but, knowing when to seek further guidance from Subject Matter Expert or others.
  • Technical Communication - Able to communicate some discipline-specific technical ideas to colleagues, based largely on examples of application.
  • Influencing & Negotiation skills - including external and internal stakeholders
  • Organisation & Planning skills - including working to agreed timescales, cost and quality requirements.

Knowledge:

  • Knowledge of the UK context surrounding HS2, which includes having knowledge and understanding of the political and environmental implications which may/may have impacted HS2.
  • Understanding of the Environmental and Sustainability Regulatory/ Legislative Framework relevant to HS2.
  • Commercial awareness including understanding of cost delivery, schedule targets and the need to deliver an integrated solution that meets all functional requirements.
  • Membership of an appropriate professional institution or the equivalent experience.

Type of Experience:

  • Experience of working to multi-disciplinary standards and managing environmental activity on major projects/ programmes within multi-discipline project teams.
  • Experience of managing and achieving positive environmental outcomes within engineering, technical, cost and schedule demands.
  • Experience of environmental project management gained across a range of environmental disciplines and processes.
  • Experience of assuring environmental management systems, reporting, designs and construction activities.
  • Experience of stakeholder management including external stakeholders such as consent granting bodies and sponsors.
