About the role.
National Highways have an excellent opportunity for a Senior Delivery Manager to join our Technology Programmes team within Digital Services. The Senior Delivery Manager role is accountable for effective delivery of complex, high risk products and services and engaging with senior stakeholders to support the effective delivery of products and services. The Senior Delivery Manager role is similar to the Delivery Manager role, but Senior Delivery Managers have greater responsibility and accountability as the main point of escalation and coach and mentor Delivery Managers.
The role is part of a family of roles that ensure teams have the right environment to deliver the vision, products and services, iteratively. They work at the heart of teams to provide direction within a service or programme and are accountable for ensuring that work is completed. The Senior Delivery Manager has a responsibility for motivating and supporting teams, and helping them to work to the best of their ability. They facilitate the team and remove obstacles and blockers that get in the way. They challenge approaches inside and outside of the team and facilitate a focus on the outcome. They have an understanding of agile, lean practices in addition to project and programme management methods. The Senior Delivery Manager makes judgements on the use of appropriate tools and techniques, manages dependencies, identifies and manages priorities, and ensures these are delivered.
Please note this is a hybrid role and will be based from Birmingham, however, travel to sites and other offices to attend various meetings will be required.
- Manage key aspects (the plan, budget, financial management, governance, health & safety, etc.) of IT projects across their lifecycle to reach agreed business and strategic benefits, and contribute to the management of contract compliance and risk in an effective way.
- Participate in skills gap analysis to identify key areas of project/programme management skills that need to be developed, ensuring the right skills are successfully transferred to team members and colleagues.
- Apply an appropriate programme/project management framework to an agreed standard when setting up projects, liaising with other Programme Managers or team members and related projects, to ensure that work is neither overlooked nor duplicated.
- Support Digital Services Group or Programme Leaders to drive delivery against agreed plans, assisting on specific issues and being accountable for achieving particular efficiency savings.
- Work with internal and external suppliers to ensure that all programmes/projects deliver best value and maximise benefits to customers, both during delivery and following completion.
About you.
- Experience in delivering projects using a broad range of methodologies e.g. waterfall and Agile methods.
- Able to mediate and mend relationships, communicate with stakeholders at all levels, manage stakeholders' expectations and facilitate discussions across high risk and complexity, or under constrained timescales (Able to speak and represent the community to large audiences inside and outside of government).
- Experience in coaching and leading teams in Agile, Lean practices and project and programme management methods. Be a recognised expert that advocates Agile and Lean approaches.
- Ability to actively address the most complicated risks, issues and dependencies, including where ownership exists outside the team or no clear ownership exists to identify innovative ways to unblock issues.
- Good understanding of how governance works and what governance is required and experience of developing artifacts including business cases with ability to identify and challenge organisational processes of increasing complexity.

External candidates will be offered a starting salary at the lower end of the pay scale, while current employees will be appointed in accordance with our established pay policy.
