Due to continued growth, we have a great opportunity for a Senior Construction Project Manager based at the Rutherford Appleton Laboratory, the role supports the delivery of a diverse portfolio of construction projects, supporting and developing STFC's state of the art scientific facilities of national and international importance. The team are directly responsible for delivering buildings and infrastructure to enable science and engineering projects.

The Construction Project Managers work across the National Labs and are required to understand the technical requirements across all departments in order to enable science and engineering programme delivery.

Reporting to the Head of Construction the role is responsible for managing the delivery of complex and higher risk construction and refurbishment projects. The post holder manages the interface between our clients (scientific users) and internal/external design teams, appointed consultants and contractors.

Working closely with the other Construction Project Manager, the role fulfils a key role in delivering new build, refurbishment and backlog maintenance derived projects - following our internal Project Management Office (PMO) processes and methodologies; delivering schemes to specification, on budget and program.

Projects are typically managed by the senior team members are typically higher risk and/or in excess of £5m.

The nature of STFC's science dictates that most projects are likely to be complex and unique and will require you to ensure scientific and engineering goals are achieved whilst maintaining control of budget and programme constraints, delivering maintainable and resilient schemes. STFC projects are usually delivered at pace and require robust decision making and leadership from the project manager.

The Construction PM team make key project decisions and have overall responsibility for the delivery of science & engineering projects.

Specific Engineering knowledge is required to ensure the National lab delivery plan is enabled. This includes mechanical, electrical, civil, structural, fire engineering etc.

The Construction PMs are also required to ensure the project is delivered to all statutory requirements, including British engineering standards, Town and Country Planning, Building Regulations (specifically engineering elements).

Specific expertise is required in order to assess project needs and procure specialist design consultants. Alongside this the Project Managers have overall responsibility for the delivery of the design outcomes, including the mechanical and engineering disciplines.

Role Responsibilities

Duties

• Assist in the development and implementation of the Estates and STFC Corporate Strategy

• Responsible for implementing the project management framework (end 2 end process) and ensuring that suitable project assurance review dates are planned, agreed and communicated to stakeholders

• The PM team implement and administer the NEC4 contract for both Professional Services, our Term Service Contract and Engineering and Construction Contracts. Preparation of complex and significant contract documentation, in conjunction and liaison with UKSBS and STFC procurement

• Responsible for maintaining the project briefs' alignment with the business case and execution strategy

• Be responsible for the coordination of projects, achieving the delivery of high quality end products to programme and within budget and in accordance with relevant legislation (including Building Control, T&C planning), the STFC design standards and SHE guidance

• Manage the Projects, pro-actively monitoring and supporting the performance of consultants and contractors, acting to positively develop engineering solutions where problems and challenges arise

• Ensuring interim benefits are achieved and end state benefits are realised or assigned

• Responsible for establishing a technical design authority

• Leading the appraisal of priced design options and submitting recommendations for approval in accordance with the established governance

• Responsible for the establishment and maintenance of a quality/project execution plan. Setting out how all aspects of quality will be assured through the project lifecycle

• Responsible for planning and securing resources and expertise from STFC BAU teams (FM, ICT, SHE, operational) as required. Including user requirements, design validation, commissioning and handover training following GSL/BIM principles

• Membership of Multiple Project Boards as required providing oversight on project delivery

• Prepare board papers and decision papers, as required, provide technical engineering advise and interpret said advise for the client to enable critical decisions to be made.

• Ensure project change is assessed accurately from the design teams and make recommendations to the client

• Lead on the implementation of BIM and GSL in line with STFC Estates Policy

• Ensure compliance with STFC Site Standards specification documentation and manage any derogations, as appropriate. Providing technical engineering advise on derogations to the client and making recommendations

• Provide line management to the Construction Project Managers and general management of the wider project team's performance to agreed KPI's

• Responsible for establishing, coordinating and maintaining project systems including a project programme, a project risk register, a project dependencies register and an issues log

• Support the Head of Construction in ensuring effective and systematic communication with senior stakeholders, delivering clear & concise management information e.g. Consultant/Contractor performance KPI's and progress reports

• Responsible for the development of appropriate internal and external communications strategies

• Responsible for management action to harmonise expenditure cash-flows with budget cash-flows across the portfolio of projects, receiving and producing financial reports

• Directly procure works, consultancy services and specialists at required in order to deliver the project objectives

• Responsible for the close liaison with the Harwell JV to minimise the impacts of logistical requirements during the programme lifecycle and harmonisation of the respective master plans.

• Assist the Head of Construction in producing programme strategies and infrastructure planning in order to deliver the development plan

• A key contributor to the development of the programme management functionality, including PMO processes and project management template ownership, maintaining a culture of continuous improvement

• Have a key understanding of sustainable engineering solutions in order to meet UKRI objective of reaching net zero by 2040. Be an advocate for net zero change

• Line management responsibility of Construction Project Manager, and Graduates

• Support and mentor junior members of the team, providing technical advice and support

  • Must hold relevant professional qualification related to the construction industry and/or membership of a relevant professional body (RICS, ICE CIOB, RIBA, etc.)

Knowledge, Skills and Experience

Essential

• Extensive technical experience within a lead role of managing a large and complex construction project portfolio

• An excellent track record in project planning, financial control, the assessment of contract strategies and contract supervision

• Provide technical advice in relation to contracts and construction to clients, operating a project board level

• Extensive experience in leading with the delivery of a range of technically complex and high risk science and engineering refurbishment or new build projects

• Demonstrable knowledge and experience of dealing with complex engineering projects, with a detailed understanding of the possible design solutions in conjunction with the appointed designers

• An excellent track record in project planning, financial control, the assessment of contract strategies and contract supervision

• Experience in managing a multi-disciplinary design team throughout the pre-construction phase

• Demonstrable knowledge and extensive experience of dealing with current construction legislation, including planning, construction and contract law, health and safety, environmental management and building control

• An excellent working knowledge of AUTOCAD, or other similar drawing packages, and an awareness of BIM.

• Detailed knowledge of the RIBA stages of work 2020, with associated engineering overlays such as fire engineering

• A detailed understanding of CDM 2015 and your responsibility as duty holder
