Job summary

The Capital Projects Department provides a service to the Trust that ranges from - Estates Strategic Planning, Refurbishments, New Builds, Estates projects and Minor Capital works as well as ongoing planning of future Capital developments in line with the Trust Clinical and Estates Strategy.

Main duties of the job

The Senior Compliance and Assurance Manager will be responsible for the inspection of all Capital projects across all sites to ensure compliance with technical specifications and safety requirements. Inspections includes the approval of design documentation from stage 2 RIBA to handover and defects liability periods.

To review all Capital Projects from RIBA Stage 2 to completion undertaken by ESHT to ensure that they meet the required standards in terms of Safety and Quality.

Contribute and fully input into the development and operation of the departmental policies and procedures relating to Quality and Safety.

Undertake designated roles specified within terms of contract.

With reference to construction elements review contracting methods to ensure safety can effectively be controlled.

Review risk assessments and method statements to ensure they meet standards and quality of the works.

Produce complex monthly assurance reports is emphasis risks, issues and ensure continuous improvement.

Liaison, guidance and management of the Trust's internal Capital Project Management Team (interim and substantive) and external consultants in respect of the core objectives of this role.

Qualifications

Essential

  • Degree of equivalent in Engineering / Construction related subject
  • Professional / academic qualification to Masters level or equivalent level or experience of capital development

Desirable

  • Relevant professional or management qualifications e.g., Chartered Status such as RIBA, RICS, CIOB, APM, PMI, etc.
  • Institute of Clerks of Works and Construction Inspectorate (ICWCI)

Experience

Essential

  • Professional background including specialist knowledge in more one or more of the following areas for at least 5 years: oArchitecture oEngineering oQuantity Surveying oBuilding Surveying oProject Management oConstruction Health and Safety OR An equivalent level of experience with a minimum of 3 years' experience delivering capital schemes within the NHS.
  • Significant and proven/demonstrable experience of management, and of practical experience in project management of delivering complex building projects across large complex sites within an acute hospital healthcare environment or similar.
  • Significant and proven / demonstrable experience of managing contractors, consultant teams and direct labour staff.
  • Managing multi-disciplinary relationships with stakeholders in a relevant organisational setting
  • Understanding of the design development process and key RIBA project stages.
  • Demonstrable experience in the commissioning of new facilities including design, specifications, project management and contract administration
  • Experience of leading and managing multi-disciplinary teams
  • Facilitating stakeholder briefing and engagement events
  • Project budget control and forecasting skills
  • Understanding of healthcare planning and standards
  • Proficient in management of formal construction contracts e.g., NEC/JCT
