Senior Business Analyst - Change & Transformation

Join our Portfolios, Programmes and Projects (PPP) Service, where we drive the council's strategic priorities through transformation, change and capital projects. Our work spans the entire organisation, offering variety, challenge and the chance to make a real impact.

As part of our experienced team, you'll play a key role in shaping and delivering Change & Transformation portfolios. This is a dynamic role in a fast-paced environment, where your expertise will help deliver meaningful outcomes for the council and the communities we serve.

What you'll do

  • Engage and consult with senior stakeholders to secure understanding and buy-in.
  • Define, shape and evaluate work, supporting development of transformation-led business cases.
  • Lead business analysis on strategic projects, determining approaches and solutions grounded in experience and repeatable tools and techniques.
  • Coach and support Business Analysts, promoting best practice and standards.
  • Analyse current 'as-is' processes, identify pain points and design future-state 'to-be' solutions through eliciting requirements and carrying out user needs analysis, researching comparable services and viable solutions.
  • Support recruitment and resourcing within the BA function.
  • Work independently and collaboratively as part of multi-disciplinary teams to maximise delivery and associated benefits.

What we're looking for

  • Proven experience as a Business Analyst in change and transformation.
  • Strong facilitation and communication skills.
  • Expertise in process design/redesign and requirements development.
  • Experience in local authority or similar complex environments.
  • A proactive, creative problem-solver who thrives in collaboration.
  • Leadership and mentoring experience.

You'll be part of a team that values innovation and collaboration, with the opportunity to make a tangible difference. The role is hybrid, with flexibility to work from home, but your contractual base will be City Hall, Bristol, and you may need to attend in person up to five days a week depending on service needs.
