Senior Accountant - Housing Revenue Account

Salary: Band: 10, £40,220 - £44,428 plus a Market Supplement payment of £2,740 p.a

37 hours per week

The Housing Revenue Account provides for approximately 15,500 council owned properties across the city, and in some neighbouring boroughs, with a gross budget of over £110m per annum. Tenant support is provided via seven housing area offices across the estate. From customer service to multi-million pound projects, our residents and tenants are at the heart of everything we do.

Your New Role

The Financial Services team at Portsmouth City Council is committed to providing prompt and reliable management information to the Council's service managers, supporting strategic decision making and helping to identify risks, challenges and opportunities.

This role is a key member of the finance team that supports the Housing, Neighbourhood and Building Services Directorate. The Directorate's financial context is complex with oversight of a diverse range of service budgets and grants. This role holds the distinct responsibilities for the Housing Revenue Account. You and your team will have an active part to play in our formal processes to engage and consult with our tenants and leaseholders each year to set the rent and service charge levels. This exciting role will also see you supporting some of the Directorate's major housing projects and initiatives. You will be an integral part of a dedicated team to facilitate delivery of better outcomes for our tenants.

Working with finance professionals you will deliver a range of high quality financial management and accountancy services to a range of clients including internal and external stakeholders. You will provide specialist knowledge and expertise in order to assist in the city council's revenue and capital budget process, budget forecasting and monitoring processes. Providing financial advice, you will also ensure the completion of statutory financial statements, returns and financial analysis. It assists in the role of ensuring that the city council's assets are managed in line with current legislation, the constitution and financial rules of the Council and other professional codes of practice.

What you'll need to succeed

You will be CCAB qualified with post qualified experience. You will have good organisational, prioritising and communication skills as well as substantial experience of preparing budgets and budget monitoring including preparation of monthly accounts and final annual accounts. You will have experience of appraising and evaluation the financial implications of projects and proposals using accounting techniques. In addition, you will have experience to lead and manage people and projects and be able to demonstrate experience of working in a Finance role that supported a Housing Revenue Account or similar arrangement. You will have experience of financially appraising housing development schemes, or any other building projects.
