Grade 14: £60,913 - £64,869 per annum

Hours: Full time 37hrs

Dudley Metropolitan Borough Council is seeking an experienced and highly motivated SEND Service Manager to lead and transform services for children and young people with Special Educational Needs and Disabilities (SEND).

This is a pivotal leadership role with responsibility for ensuring statutory compliance, driving service improvement and delivering high-quality, integrated SEND provision for children and young people aged 0-25 years.

About the Role
As SEND Service Manager, you will:

  • Provide strategic and operational leadership of the SEND service, ensuring excellent outcomes for children and young people.
  • Lead the Council's statutory SEND functions, including policies, processes, complaints and tribunal activity.
  • Drive integrated working across education, social care, health, schools, colleges and voluntary sector partners.
  • Champion co-production with parents, carers, children and young people.
  • Lead preparation for inspection and regulation, supporting continuous service improvement.
  • Manage SEND budgets effectively, ensuring value for money and compliance with financial regulations.
  • Promote inclusive practice, equality, diversity and safeguarding across all SEND services.

You will also deputise for the Head of SEND and Children's Disability Team when required and represent the Council at local, regional and national level.

About You
We are looking for a confident and values-driven leader who brings:

  • Significant experience managing services within SEND or disability services.
  • Strong understanding of statutory responsibilities, SEND legislation and education systems.
  • A proven track record of performance management, quality assurance and service improvement.
  • Experience of multi-agency working and partnership development.
  • Excellent leadership, communication and decision-making skills.
  • A commitment to safeguarding, inclusion and improving life chances for children and young people.

You'll be able to inspire teams, manage change in complex environments and use evidence-based practice to deliver measurable impact.
