Self-Delivery Manager - M25 - Leatherhead

About the role

As the Self-Delivery Manager, you will be accountable for the delivery of the portfolio of asset renewal projects (known as "Pre-Defined Assets") where CPS is the Principle Contractor under the CDM Regulations. These projects include M&E renewals, nearside barrier, signage renewal and lining and studding replacement projects.

This role will focus on delivering improved value to CPS through maximizing opportunities for self-delivery, using CPS resources to supervise and deliver the works (including use of labour-only subcontractors where required) in order to improve delivery predictability and improve the unit cost efficiency across these projects.

Your role will also focus on ensuring project managers are adequately resourced across these portfolios, understand requirements, and delivery high quality services.

Can be based at Dartford, Leatherhead or South Mimms office.

What you'll be doing

  • Demonstrate high standards of visible safety leadership. Ensure that the required
    levels of safety performance are delivered, and that behavioural safety is promoted throughout the teams, based on the principles of Making Safety Personal. Ensure that the safety culture within the team is strong. Ensure that CPS legal responsibilities under the Construction (Design and Management) Regulations are effectively being undertaken.
  • Work with Asset Delivery Managers to develop staff and share knowledge and
    resources when required across teams to maximise efficiencies and to limit risk
    exposure to the business. Setting challenging tasks in line with their Personal
    Development and Performance Development Plans. Ensure responsibilities and
    objectives set in each year's Delivery Strategy are met during delivery on each
    project in their portfolio and demonstrate leadership in continuous improvement of the culture of their team.
  • Support the Asset Teams in the production of the Asset Management Forward
    Plan (AMFP) through advice, influence, and leadership. The final product should
    have an achievable programme, budget, and scope for the Pre-Defined Asset
    portfolio, based on input from the Asset Delivery function.
  • Monitor the performance against the in-year delivery budget (as well as the overall budget for projects), implementing corrective actions and improvements to maximize financial and operational performance, particularly working with
    procurement, maintenance leads, and Network Operations to share resources and maximise in-house delivery.
  • Understand financial performance for Pre-Defined Asset renewal in terms of overall budget targets as well as unit costs for each asset type. Implement improvements (including through the increased use of Self-Delivery and use of the CPS Maintenance team) to drive down unit cost of delivery.
  • Act as the primary point of contact for internal stakeholders and clients in relation to the Pre-Defined Asset portfolio. Escalate critical decisions and unresolved issues as required, ensuring timely and efficient resolution.
  • Define and control the boundaries of their project managers' work, responsibilities, and objectives. Liaise with the Asset and Engineering Leads, Programme, Project Controls, and Works Managers to agree the planning and delivery of the proposed schemes.
  • Collaborate to ensure appropriate resources are available, focusing on both short and long-term needs/plans. These activities should include the following:

• Develop achievable timescales for delivery
• Agree clear lines of communication and responsibility
• Coordinate Project Manager, Designer and Framework Contractor's resources
• Define and agree measure of 'quality' to evaluate performance.

Who we're looking for

  • Proven experience in project delivery, or a related field.
  • Strong leadership skills and experience managing a team, preferably within a matrix organisation.
  • Ability to manage multiple projects simultaneously and under pressure.
  • Familiarity with the industry's safety standards and regulations, including the Construction (Design and Management) Regulations Bachelor's degree in engineering, construction management, or relevant field OR suitable level of experience in industry
  • Experience of working with the NEC3 or 4 form of contract
  • Certifications: Project Management Professional (PMP) or equivalent certification.
