CMDP+ is looking to strengthen their team with a SCO / Outage Manager for our Southern Water Framework. MWH Treatment and Costain Group are part of the CMDP+ joint venture that will deliver a range of construction schemes to maintain and improve Southern Water's water supply and wastewater treatment works within the South and Southeast regions.
The Joint Venture has been set up specifically to execute the 5-year (2025 - 2030) AMP8 capital delivery framework. We will be delivering a programme of works up to £1bn over the 5-year period consisting of both heavy civil engineering and mechanical and electrical activities.
Otterbourne is a major Water Supply Works located between Southampton and Winchester supplying water to the surrounding area of over 250,000 homes. As part of Southern Water's AMP8 investment programme the Works will be undergoing major upgrades including new pre-disinfection treatment and wastewater recovery treatment streams, plus a programme of works to mitigate risks with power resilience. Design efforts in evaluating process solution options are already underway to inform design development and a construction to programme that will run to 2030 to deliver the project's DWI Regulatory outputs.

Responsibilities
A Safe Control of Operations (SCO) manager is responsible for managing and overseeing the safe execution of all pre-installation co-ordination, installation and commissioning activities. This role is critical for ensuring that all work carried out on the site is done safely, in compliance with relevant regulations, and without interrupting the continuous supply of water. Below are the key roles and responsibilities for an SCO manager:
1. Safety Management
- Safety Planning: Develop, implement, and monitor safety plans for all installation and commissioning activities on the water supply site.
- Risk Assessment: Conduct thorough risk assessments for all planned operations, identifying potential hazards and implementing control measures to mitigate risks. Should the works pose a significant risk or be classified as Complex the Complex SCO procedure shall be followed. All risks will be documented, and any un-mitigated risks will be agreed during the Senior Client meetings.
- Readiness Review (RRP) System: Manage the RRP system, ensuring that all high-risk activities are properly authorized, documented, and conducted according to safety protocols.
2. Operational Control
- Work Coordination: Coordinate all site operations, ensuring that they are conducted in a controlled and safe manner. This includes the scheduling and sequencing of work to minimize risks. A collaborative approach between SME's, Operations and the delivery teams is essential.
- Emergency Response: Develop and maintain emergency response plans and procedures, ensuring that all personnel are trained and prepared to respond to potential incidents.
3. Compliance and Regulatory Adherence
- Regulatory Compliance: Ensure that all operations on the site comply with relevant health, safety, and environmental regulations and standards especially in respect to Water quality.
- Inspections and Audits: Conduct regular inspections and audits of the process, addressing any non-compliance or safety concerns promptly. The level 2 progress shall be tracked and reported to the management team.
- Documentation: Maintain accurate and up-to-date records of all SCO-related activities, including risk assessments, permits, inspections, single point of failure analysis and incident reports.
4. Communication and Coordination
- Stakeholder Communication: Act as a liaison between different stakeholders (operations, maintenance, contractors, and management) to ensure clear communication of safety requirements and operational plans. The Joint Board and Senior client stage holders will have the risks associated with the works presented to them.
- Internal Communication: All Complex activities will undergo peer reviews. 3 and 12 month Complex activities will be communicated to the leadership team for the identification of early resourcing issues.
- Incident Reporting: Ensure that any incidents, near misses, or unsafe conditions are reported, investigated, and addressed according to company procedures.
- Toolbox Talks and Safety Briefings: Conduct regular safety briefings and toolbox talks to ensure all personnel are aware of the risks and safety measures for their tasks.
5. Training and Competency
- Training Coordination: Identify training needs and coordinate the delivery of safety training programs for site personnel, ensuring everyone is competent to perform their tasks safely.
- Competency Management: Monitor the competency of personnel, ensuring that only qualified and trained individuals are authorized to perform specific tasks, especially those involving high-risk activities. This will need to be coordinated with the SHEQ team and relevant AE's.
6. Continuous Improvement
- Incident Investigation: Participate and support in the investigation of any incidents or near misses, identifying root causes and implementing corrective actions to prevent recurrence.
- Safety Culture Promotion: Promote a strong safety culture on the site, encouraging proactive safety behaviour and continuous improvement in safety performance. Co-ordination with the SHEQ team is essential.
- Feedback and Improvement: Collect feedback from site personnel on practices and procedures and implement improvements where necessary.
7. Environmental Protection
- Environmental Safeguards: Ensure that all operations are conducted in a way that minimizes environmental impact, particularly in sensitive areas such as water sources and treatment facilities. Co-ordination with the Environmental Manager would is essential.
8. Contractor and Third-Party Management
- Contractor Coordination: Ensure that all contractors and third-party personnel working on-site adhere to the same standards as the company's own employees.
- SCO Briefing: Provide safety and operational briefings to all contractors and visitors, ensuring they understand site-specific risks and procedures. This will include any dry-runs and pre-start briefings.
9. Commissioning and Shutdown Activities
- Safe Commissioning: Coordinate the safe commissioning of new systems or equipment, ensuring that all safety checks and tests are completed before operation begins.
- Shutdown Coordination: Manage the safe shutdown and decommissioning of systems, ensuring all safety procedures are followed and the site is left in a safe condition.
In summary, the SCO manager plays a pivotal role in ensuring the safety and continuity of operations on a water supply site, balancing the need for efficient construction while maintaining a safe working environment. The SCO manager assesses the risk level of each SCO, and should the risk level or complexity be evaluated as such, the High risk / High complexity SCO process shall be followed.
Qualifications
Essential
- Extensive experience of water industry ideally dealing with the Southern Water SCO process or similar outage management.
- Experience within civils, MEICA and Commissioning
- Proven ability to manage a large team in a multi-supplier environment
- Knowledge and understanding of construction contract law and forms of contract through experience and formal training.
- Knowledge and understanding of the requirements of the Water quality standards and procedures.
