About the role:
The Regional Partnership Board (RPB) brings together health, social care, housing, third sector partners and citizens to deliver the Health & Care Strategy and Joint Area Plan for Powys.
As Strategic Partnership & Programme Manager, you will play a key leadership role within the RPB Team, providing strategic coordination, programme oversight and partnership alignment across Start Well, Live Well, Age Well and cross-cutting enabling workstreams.
You will translate high-level strategic direction into robust delivery plans, reporting mechanisms and partnership processes that ensure RPB programmes are delivered effectively, efficiently and transparently. This will include:
- Leading and coordinating delivery of key statutory documents required including the RPBs Area Plan and RPB annual priorities, Population Needs Assessment and Market Stability Report, ensuring clear planning, governance routes and high-quality reporting.
- Providing strategic oversight of partnership revenue, capital planning and investment monitoring, ensuring strong financial governance and future-focused investment planning.
- Developing and maintaining strategic dashboards, performance frameworks and monitoring systems that support decision-making across the RPB Executive, Partnerships and Board.
- Managing assurance, performance and reporting cycles, including quarterly submissions to Welsh Government and local governance groups.
- Supporting and strengthening partnership collaboration by coordinating partnership meetings, planning cycles, and shared programme activity.
- Leading elements of the RPB Capital Programme, including partner engagement, prioritisation processes and programme oversight.

What you will do:
- Lead the development, coordination and delivery of RPB programme plans, ensuring alignment with the Health & Care Strategy, Area Plan and national requirements.
- Lead and corodinate key statuorary cycles of work including but not limited to, the Area Plan, Population Needs Assessment and the Market Stability Report.
- Manage RPB performance cycles, including quarterly reporting, risk escalation, assurance processes and the production of strategic summaries, dashboards and monitoring frameworks.
- Oversee revenue and capital investment monitoring, financial tracking, and strategic investment planning, ensuring accurate reporting and compliance with Welsh Government requirements.
- Produce high-quality committee papers, briefings, evaluation summaries, and strategic insight reports to support system decision-making.
- Maintain and evolve RPB reporting systems, including dashboards, data tools and monitoring frameworks.
- Work directly with project leads, finance colleagues and partners to troubleshoot issues, clarify requirements and maintain data quality and programme integrity.
- Support the development of colleagues through coaching, problem-solving support, and line-management of the RPB Partnership and Programme Officer roles
