Resilience Manager

This is an exciting opportunity to take a leading role in enhancing the risk management, business continuity, emergency planning and health and safety for the Children's Services Department.

We are looking for a Resilience Manager for Children's Services to manage and monitor the departmental risks management process and develop and implement business continuity and emergency plans. The post holder will also develop and lead training, provide support to managers and staff and manage the delivery of the Outdoor Education Service (part of the traded services offer to schools.)

The post is part time, 30 hours per week, and our preference is for the successful candidate to work these hours across 5 working days.

  • knowledge of emergency planning, business continuity, health and safety and effective risk management
  • excellent communication and interpersonal skills and a collaborative approach to lead and innovate
  • proven project management skills
  • the ability to remain calm under pressure
  • experience in establishing and maintaining effective working relationships with work colleagues and partner agencies
  • the ability to grasp the key legislation and regulation quickly combined with strong communication skills to translate that into robust and appropriate response arrangements, and to ensure they are understood and followed by our workforce.
  • the ability to lead a small team and make use of resources imaginatively to meet business needs.

Key responsibilities include:

  • Managing and monitoring the department's risk management process to ensure the department is compliant with corporate and legal requirements.
  • Managing risk and planned responses to incidents to ensure that the department delivers effective responses and has a high level of preparedness in areas of resilience.
  • Managing the development and implementation of business continuity plans, critical service plans and supporting documents that are compliant with current legislation and audit requirements.
  • Supporting training programmes to ensure compliance with statutory duties, regulatory requirements and County Council policies.
  • Acting as the departmental Business Continuity Coordinator and assisting in the developing and implementing (as required) the department's Business Continuity Plan in the event of an incident and act as technical advisor to the divisional management team.
  • Supporting senior managers in the delivery of projects, as and when required, to ensure the continued delivery of key services.
  • The development, promotion, monitoring and audit of Health and Safety Plans.
  • Providing leadership and management for the outdoor education and crisis management in schools including the associated traded service offer.

Your starting salary will be pro rata if the above position is part-time or term-time only.

Work Permits: we may be able to obtain a Work Permit for this post but this is subject to meeting the requirements of the UK Border Agency's Points-based Immigration System.
