We are currently looking for a Regulatory Capacity Strengthening Programme Manager to join our Partnerships and Strategy Team within the Partnerships group.

This is a full-time opportunity, on a 2 year fixed term contract/internal move or temporary promotion basis. The role will be based in 10 South Colonnade, Canary Wharf London, E14 4PU. Please be aware that this role can only be worked in the UK and not overseas. We are also open to requests for part-time or job shares. Government departments and agencies are working towards implementing a minimum 60% attendance in office sites.

We are currently implementing a flexible, hybrid way of working, with a minimum of 8 days per month working on site to enable the collaboration and contact with partners and stakeholders needed to deliver MHRA business. Attendance on site is driven by business needs so depending on the nature of the role, this can flex up to 12 days a month, with the remainder of time worked either remotely or in the office. Some roles will need to be on site more regularly.

The Medicines and Healthcare products Regulatory Agency enhance and improve the health of millions of people every day through the effective regulation of medicines and medical devices, underpinned by science and research.

The Partnerships Group is responsible for shaping the policy to guide MHRA operations; for developing the national, international and commercial partnerships that the MHRA needs to be successful; and transforming and modernising the legal regime for medicines and medical devices which underpins all our work.

The Group focuses on issues that are at the heart of public health - fast, safe access to medicines and medical devices, working with industry and NHS and other health ALBs; tackling global health threats such as COVID19 and possible future pandemics; supporting the future of the life sciences industry in the UK. We do all this while ensuring the voice of patients is at the heart of our work.

The MHRA is a leading member of international committees and collaborations on medicines and medical devices and has established strong bilateral working arrangements with other global regulators. The International team within Partnerships delivers this work. The MHRA is now looking to contribute more to regulatory system strengthening, working in partnership with countries whose regulatory systems are less developed.

What's the role?

The aim of the role is to develop a sustainable model for the MHRA's regulatory capacity strengthening offer, working with international partners such as the WHO, the Bill, and Melinda Gates Foundation, and interested UK Government departments and NHS bodies, as well as the technical experts across the MHRA who would deliver capacity building interventions.

The post-holder will develop a proposal to understand needs and the asks of MHRA and to build the capacity over time, to enable MHRA to deliver. This will also involve identifying long-term funding streams. An immediate priority will be to deliver existing commitments under an existing funding stream.

Key responsibilities:

  • Developing a sustainable model for MHRA's regulatory capacity strengthening work, based on clear understanding of global and UK priorities and MHRA's resource and technical capacity, identifying and realising long-term resourcing opportunities, and delivering and action plan to put this in place
  • Delivering specific ICRECH (International Centre of Regulatory Excellence) proposals under a Gates Foundation funded programme, for collaborative working on authorisations, taking these forwards in alignment with global (WHO) and national UK priorities.
  • Cross-departmental stakeholder engagement to maximise value to the public purse through the harmonization and prioritisation of objectives and exploring opportunities for partnership working with other health ALBs.

• International Stakeholder management for regulatory capacity building delivery, and development, working with the World Health Organisation to ensure an integrated international approach which responds to the identified needs of Low- and Middle-income countries (LMICs) and maintaining an overview of MHRA activity in LMICs, and reporting through MHRA management structures.
