Your new role

National Highways has a unique opportunity for a Regional Benefits and Value Manager to join our Regional Investment Programme (RIP) for our Major Projects (MP) directorate initially on a 12 month contract. In your new role, you will oversee the benefits and value management for our South West programme.

You might be an assistant project manager looking for a step up, an established Project Manager looking to specialise in value management or an established benefits and value professional.

Regardless of your current role, if you are interested in leading on benefits and value management to reduce carbon, increase conservation and biodiversity, and improve social value and economic growth, then come and join the team. You will help make a difference by improving the benefits and value that our projects deliver, ensuring that they deliver the right outcomes in line with the government's Road Investment Strategy.

This role is offered on a blend of home and office working and ideally will be based at our Bristol or Exeter offices (as this is where the team is based), but we welcome applications nationally from candidates who meet all the criteria and are willing to travel regularly to the South West.

What you'll be leading on

  • You will play a key part in developing our approach to delivering Value for Money for each of our major projects in your regional office.
  • You will work with our analytical and stakeholder teams to help develop a strong evidence base to allow our project sponsors to make effective and informed decisions.
  • You will facilitate discussions on the purpose, scope, and objective of our projects, ensuring that the objectives are SMART and in line with our customer and stakeholders needs.
  • You will focus minds on the outcomes of our projects, reflecting these in benefits realisation plans, ensuring we have an effective plan for monitoring and evaluating those outcomes.
  • You will act as a subject matter expert on the benefits that our projects are delivering, providing key input to the development of our business cases, and working across the rest of the business to increase the efficiency, effectiveness, and certainty of delivering those benefits.
  • You will be part of a team helping National Highways mature its approach to delivering value across its investment programme and will work with our stakeholders to help ensure that our investments in infrastructure align within the long term regional and national plans, policies, and strategies.

To be successful you'll need

  • Experience in identifying benefits, benefits mapping, and drafting of benefits registers. (Transferable skills - logic mapping, process mapping, drafting strategic cases or studies for projects or programmes).
  • Excellent writing skills; ability to write high-quality evidence based reports, papers, briefing papers, and slide packs.
  • Great communication and influencing skills; ability to collaboratively work with and present to senior managers and directors.
  • Proven problem solving and analytical decision-making skills. Producing and presenting complex technical solutions in plain and simple language and diagrams to support evidence-based decisions.
  • Proven facilitation experience in workshops and working groups, capturing and agreeing actions, and writing up results.

Advantageous but not essential (you will learn this on the job)

  • Strong benefits management comprehension - Benefits Cost Ratios, Key Performance Indicators, Critical Success Factors, and Value for Money.
  • Experience in quantitative and quantitative benefits management, business risk and project risk management.
