The Role

The Region HSE Manager is the senior interface within their designated Region responsible for strategically leading the Region HSE Team and working in cooperation with the Regional HSE Manager and Group Manager HSE. The position plays a pivotal role in cultivating a strong HSE culture while implementing the HSE Management System to achieve continual improvement and legal compliance.

Key Responsibilities

  • Establish and maintain effective relationships with Regional HSE Manager, Group Manager HSE, Region Management Teams, Service Group Managers, Project Directors, Project Managers and HSE Representatives.
  • Promote compliance with the HSE system and legal requirements via leadership, coaching and mentoring of management and staff to achieve continual improvement.
  • Assist the Regional HSE Manager in the development and delivery of Regional HSE Management Systems and initiatives to ensure compliance with ISO standards.
  • Implementation of Regional HSE Action Plan and maintain Risk Assessment for the Region.
  • Identify legal requirements, monitor and communicate legislative changes and evaluate compliance in the Region.
  • Support effective management decision-making by monitoring HSE performance (lead and lag indicators), analysing to identify trends, and making recommendations to management.
  • Coordinate Region HSE consultation arrangements - e.g. Committees and Representatives
  • Coordinate Crisis and Emergency Management.
  • Undertake HSE project reviews of risk management documentation, including contractor management and safety in design.
  • Undertake site HSE inspections and audits, including travelling to Offices and projects within Region to assist where required.
  • Interface with regulatory bodies as required on behalf of the company.
  • Coordinate training needs analysis, monitoring completion and delivery of training, including new starter inductions.
  • Coordinate Inspection and Monitoring Schedule for Region and undertake office inspections and ergonomic assessments.
  • Coordinate Region Occupational Health Monitoring requirements.
  • Conduct serious incident investigations, including monitoring the effectiveness of corrective actions.
  • Manage workers compensation process for the Region.
  • Deliver audits in accordance with the HSE Compliance Schedule and present outcomes to stakeholders for continual improvement.
  • Manage Health and Safety (ISO 45001) and Environmental (ISO 14001) certification processes in the Region.
  • Coordinate implementation and monitoring Environmental Stewardship Initiatives.
  • Develop and implement risk management strategies to meet Regional and client requirements in the Region.
  • Coordinate HSE information for proposals

Experience Required

  • Degree in HSE related subject, Nebosh Diploma or as a minimum Nebosh General certificate. Desirable if the candidate has Nebosh Certificate in Construction Safety
  • 10 years' experience in a similar role, including site safety experience.
  • Experience with ISO 45001 and ISO 14001 certifications.
  • Thorough understanding of current HSE issues and demonstrated experience in the interpretation and practical application of relevant HSE and related legislation and statutory requirements in a large and complex business environment.
  • High level analytical skills and the ability to exercise sound judgement and decisiveness with problem solving.
  • Excellent written and oral communications skills, including consultation and negotiation, and the ability to develop and maintain collaborative relationships and influence people at all levels in both the internal and external environment.
  • Demonstrated experience in designing, implementing, monitoring and reporting on HSE initiatives and undertaking HSE inspections and incident investigations.
  • High level of experience identifying HSE requirements in proposals and contracts.
  • Ability to manage the risks associated with engaging contractors.
  • Commitment to continuing professional development.
  • Experience in the development and delivery of HSE training and presentations.
  • Auditor qualifications and experience.
  • Experience working in a remote team environment would be an advantage.
  • Good people skills and ability to engage and connect with a wide range of staff
