JOB DESCRIPTION

Introduction

We are currently recruiting for an experienced Quality, Health, Safety and Environmental Manager (QHSE Manager) based at Slough.

The role takes responsibility for leading all aspects of developing, implementing and maintaining agreed QHSE for 3 large data centre buildings and other legal operating standards across the Contract.

Working as part of an integrated team linking with Site Business Managers; unit staff teams, and client site/HSE representatives dedicated to the contract. You will be based at site, covering the campus.

Role Responsibility

  • Develop site QHSE strategy and objectives in alignment with DCS QHSE strategy.
  • Working with the wider global DCS team to develop and continually improve QHSE systems.
  • Familiarise with and assume custodianship of the CBRE QHSE Integrated Risk Management System including the A-Z guidance, core arrangements and processes contained within and control risks to people, processes, and performance. Develop, maintain and improve the business Integrated Management System to underpin QHSE and operating standards.
  • Monitor, assess and engage with the site team and sub-contractors to embed required safety culture/behaviours.
  • Prepare and deliver weekly QHSE updates to shift teams on duty.
  • Mentor site-based Risk Champions and support their development.
  • Actively monitor compliance across the account ensuring the campus is audit ready at all times.
  • Own QHSE and Compliance audits, whether customer tenant or internal CBE.
  • Support the training and development of all staff to ensure awareness and understanding of QHSE. Develop and deliver training that enables effective downstream management of QHSE.
  • Develop new site QHSE arrangements where required, aligned with the client arrangements. Review, manage and maintain existing arrangements for managing risks at site.
  • Develop and maintain the annual QHSE audit and assurance programme to implement and audit to achieve compliance with ISO accreditations working with site-based client EHS personnel. Review audits carried out during the year to inform and identify risk based annual audit programme.
  • As part of the site management team, provide support to the Account Manager in driving performance and delivering robust processes and resilient business continuity.
  • Prepare QHSE updates for CBRE Contract Review and client weekly/monthly and QBR reports including hazard/observations reporting data, assurance and control data, actions management, QHSE engagement and initiatives and upcoming QHSE initiatives and programmes.
  • Support the Account Manager in the management of holistic risks at site through contribution to the Risk Register reviews.
  • Support the Account Manager in the implementation the Crisis Management Plan across all buildings and ensure robust line of escalation exists.
  • Provide a single business focus for accident and incident reporting and assist with subsequent investigation process; identify any systemic weaknesses, behavioural trends to support and provide focus for driving positive behaviours and culture within the business.
  • Support the Account Manager in the development of the Business Continuity Plan for all Service streams and participate in any tabletop or live exercises to test the plans.
  • Monitor, assure, and report on contract QHSE performance and provide assurance to Contract, including periodic review of the critical works package and document/compliance control.
  • Provide leadership to support the management of supply chains and compliance with QHSE standards through 'Point of Work Assessments', audit and review of operating practice and systems.
  • Be professionally accountable with reporting structure for client campus on Health, Safety, Risk and
  • Environment with monthly, quarterly, and annual reporting tools.

The Ideal Candidate

Essential (hiring manager discretion on experience)

  • Professional Diploma in Occupational Safety & Health or equivalent or working towards achieving it.
  • Robust knowledge and understanding of Quality, Health & Safety and Environmental legislation & best practice and appropriate industry specific qualifications (NEBOSH & IEMA, Auditor Training)
  • Experienced Manager with experience of hard technical service delivery within DCS/FM Industry desired
  • Experience of implementing and maintaining QHSE systems across an Integrated Facilities Management business
  • Role Model for Managing Change and good analytical skills.
  • Previous experience of managing and maintaining client and stakeholder relationships
  • Excellent IT skills across Microsoft Office

Desirable

  • H&S Industry Standard Accreditations or equivalent IEMA Diploma.
  • Formal quality training - preferably IQA qualification.
  • Commercial understanding of FM Management contracts and operational business processes.
